We offer opportunity, unique challenges, and clear-sighted commitment to the missionObjectiveResponsiveTrustedSPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Army, DoD Agencies, DARPA, OSD, international clients including the Canadian Navy and Australian Defense ForceOur primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients' challengesLeveraging both in-domain and cross-domain expertise to maximize our clients' success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national securitySystems Planning and Analysis, Inc(SPA) is a well-established and progressive defense contracting company in the Northern Virginia area just a few miles south of the PentagonWe are a professional services firm established in 1972 that has a long-standing reputation for unrivaled technical and analytical support to some of the top decision makers in the Federal SectorWe do state of the art work and have a cadre of outstanding professionals on our teamSPA's Sea, Land, Air Division provides timely, objective, analytic assessments, strategic planning, and expert operational, technical, and acquisition support to the Martime communities, and related agencies and partnersWe are trusted agents of the senior leadership in the Fleet, OPNAV, SSP, NAVSEA, ONR, DARPA, and the Royal Canadian and Royal Australian NaviesWe play key roles in providing the insights and strategies to address current and emerging challenges to our national securityWe have tremendous impact in assisting our clients achieve success on their most important issues and programs within the constraints of the budget environmentThis position supports PERS-701 supporting the Navy in its current budget executionSPA has a n immediate need for an experienced Financial Analyst to support PERS-701 at Naval Support Facility Arlington#MC #MC Responsibilities Strong financial analyst needed to 1) Support resource cost-benefit analysis, forecasting, and execution tracking for OPNAV N1 MP,N and DHA,N appropriation account totaling +$34B, 2) Perform manpower costing, financial modeling, and resource planning, 3) Support customers in the maintenance of financial databases, 4) Develop and employ analytical tools for evaluating the degree to which the client's programs serve higher-level priorities and meet resourcing requirements, 5) Track monthly execution and forecasting for various parts of the MPN appropriation to include but not limited to Reserve ADOS support, reimbursable programs and requirements in support of continuing contingency efforts, 6) Frequently interact with subordinate staffs and commands, members of the N1 staff and other OPNAV staff codes to coordinate requests for Information, 7) Develop status reports, perform program risk assessments and use financial management tools, 8) Develop, and offer frequent revision of monthly spend plan tracking often on a short suspense timelineQualifications Required Qualifications:
o Bachelor's degree in Business, Business Management, Finance, Accounting, Science, Engineering, Social Sciences, or a related fieldo Seven years of relevant work experience, particularly in the areas of finance, accounting, or budget analysiso Strong analytic skills, critical thinking, and computer skills including experience with data base management and the ability to quickly learn databases used in Navy financial planning/trackingo Must be able to work independently to investigate and resolve issues, develop and recommend a course of action, and present recommendations to executive decision makerso Active SECRET Clearance, and the ability to maintain it throughout employment
Qualifications:
o Experience with PBIS (Program Budget Information System) and the Intelligent Workbook (IW)o Basic understanding/familiarity of Global Force Management processo Experience with DoD POM cycle Recommended Skills Analytical Assessments Business Management Cost Benefit Analysis Critical Thinking Curiosity Estimated Salary: $20 to $28 per hour based on qualifications.
