PROGRAM ANALYST with Security Clearance

Duties The primary purpose of this position is:
To serve as a senior Air Force program analyst and to provide Air Force military space/cyberspace operations expertise in developing and disseminating planning, programming, and budget policies and guidelines for major war, mobilization, and contingency operations plans as well as provide expert guidance and advice to Air Force headquarters staff and major command (MAJCOM) activities.o Applying Air Force military space/cyberspace operations expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major space mission and operational plans.o Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and operational plans.o Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.o Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBS support actionsRequirements Conditions of Employmento U.SCitizenship Requiredo Males must be registered for Selective Service, see www.sss.govo If authorized, PCS will be paid IAW JTR and AF RegulationsIf receiving an authorized PCS, you may be subject to completing/signing a CONUS agreementMore information on PCS requirements, may be found at:

Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector)Examples of specialized experience includes; Mastery of advanced management and organizational principles and practices for a variety of space/cyberspace programs, such as Command and Control, Intelligence, Surveillance, and Reconnaissance to include Nuclear Command and Control; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare; and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and organization planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning effortsFEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
o Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.o Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.o Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBS process supports them.o Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, Planning, Programming, & Budgeting System (PPBSPPBE), acquisition, special operations, or similar operations.o Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-makingAbility to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationsPART-TIME OR UNPAID
