Responsibilities BlueHalo is currently seeking a full-time Proposal Manager in Arlington, VA or Columbia, MD to be part of an exciting, diverse, and dynamic team! In this role you will be responsible for leading and managing the overall proposal in response to new business opportunities. The Proposal Manager will gather, research, organize, and analyze information and coordinate information requirements from many sources to generate cohesive and compelling business development proposals and presentations. In this position, you will create and manage proposal schedules and calendars; review Requests for Proposals (RFPs) to help the team clearly understand and address customer requirements; and help create proposals by developing, planning, writing, and editing content for proposal materials. This is an mid-level management position that will require the successful candidate to apply Shipley based proposal management skills in a secure environment. (5-10 years experience).
Essential Functions:
Work includes coordinating efforts across several projects simultaneously, requiring self-organization and time management. Manage all aspects of proposal development (proposal writing, editing, illustration, production efforts, etc.) from assignment and receipt of RFP, through delivery and receipt by the customer. Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications and determine final document structure. Prepare detailed proposal plans, schedule outline and compliance matrix for assigned pursuits. Coordinate and lead major project meeting events, such as Kick-off Meetings, Strategy Meetings, Pink, Red, and Gold Color Team reviews, etc. Arrange for facilities, communicate with participants, and prepare necessary materials. Develop and manage a proposal schedule. Provide detailed guidance to proposal writers/contributors and subcontractors. Support and ensure proposal center processes are followed, standard style guide is used, and documents are submitted in accordance with established guidelines. Manage the collection and editing of proposal materials to ensure compliance. Ensure proposals are compliant with all section L&M or similar instructions/requirements. Monitor and remaining current on all amendments and modifications to the solicitation. Manage distributed technical writers and resources to fulfill volume development. Qualifications Bachelors Degree or 5-10 year's experience in DoD Bid and Proposal Experience with MS Office business applications. Experience in keeping a team focused and moving toward developing a compliant, compelling, competitive - winning document. Exceptional people skills to work in a fast-paced, cross-functional environment TS/SCI w/Polygraph
Salary Range:
$80K -- $100K
