PLANT PLANNING SPECIALIST

Position Information Arlington County's Department of Environmental Services (DES) is seeking a technically skilled, highly analytical and detail-oriented project manager to serve as Plant Planning Specialist for the Water Pollution Control Bureau (WPCB).
This employee will be responsible for identifying, developing and executing projects for construction, renovation and maintenance to improve and maintain process equipment and facilities in the Water Pollution Control Plant and County-wide Pumping Stations.
The employee will also be involved in all aspects of project management from start through project completion and follow-up reporting within the Operating Budget and Capital Improvement Projects budget (totaling approximately $3M per year).
Specific duties include:
Serving as lead on project bid development, proposal solicitation, contractor selection and project execution;Serving as the lead technical liaison with design engineers, assessing project risks in relation to current plant requirements, ensuring compliance with safety regulations, and identifying project-related training needs for WPCB staff;Overseeing the work of contract managers, trades supervisors and employees, and monitoring the work of the project design team and contractors;Conducting engineering cost analysis on expenditures and developing specifications for equipment purchase and construction contracts;Reviewing, revising, and approving invoices, and overseeing disbursements; andUsing Microsoft Office Suite software to prepare reports, cost analysis, tracking trends of system malfunctions and failures and maintaining data updated in a computerized maintenance management system (CMMS).
The successful candidate will have significant experience in both facilities engineering and project management with strong interpersonal, problem-solving, and excellent communication skills, including experience presenting information to various audiences.
Selection Criteria Minimum:
A combination of education and experience that demonstrates in-depth knowledge of assessing the need for electrical and instrumentation or similar equipment upgrades and enhancements, project coordination as a facilities engineer or construction project manager, determining necessary resources to implement and complete projects; and coordinating contracts services in an industrial setting.
Substitution:
A Bachelor's degree in electrical, mechanical, or civil engineering may substitute for some experience.
Desirable:
Preference may be given to candidates with a Bachelor's degree in electrical, mechanical, or civil engineering or a related field, an electrical/instrumentation background, and experience in one or more of the following:
Facilities engineering;Facilities construction management;Overseeing work performed by contractors in an industrial or construction environment;Procurement experience to purchase electrical and/or instrumentation or similar supplies;Wastewater treatment plant operations; and/orUsing Autodesk's AutoCAD, Primavera Project Planner, or a CMMS similar to DataStream's MP2 Enterprise.
Special Requirements The applicant must possess a valid motor vehicle driver license and must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Must be able to exert up to 50 pounds of force occasionally and/or negligible amount of force constantly to move objects.
Work requires the ability to wear a respirator, climb ladders up to 100 ft.
, and enter tanks, manholes and confined spaces.
Working Conditions Work is generally performed in an office environment.
The work environment includes exposure to fumes, odors, dusts, mists, loud noises, gases or poor ventilation, oils, and other cutting fluids.
Work may occasionally require standing, crouching, bending, stooping, lifting, reaching, pushing, pulling, and carrying.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
