FACILITIES MANAGEMENT PROGRAM MANAGER

The Department of Environmental Services (DES) is seeking an experienced Facilities Management Program Manager for the Facilities Management Bureau to perform daily supervisory and program management work and lead a team of facilities project specialists in the design and construction of facilities capital projects.
The Program Manager will determine project scopes, develop work plans, and schedule assignments to ensure the successful integration of all building development and capital maintenance plans projects County-wide.
This position reports to the Facilities Management Bureau Chief.
Primary responsibilities include:
Supervising the Facilities Project Specialists and developing staffing plans, including supporting the Facilities Maintenance Section Manager and Security Program Coordinator in facilities-related projects;Providing technical, budget and schedule information for the Capital Improvement Project Budget and project management for complex facilities renovations and capital maintenance projects;Ensuring projects comply with applicable codes, architectural industry standards, and regulatory requirements, including managing the progress and quality of all phases of project designs, and construction and renovations;Managing building maintenance, design and construction processes, and energy conservation projects which includes advising the energy group on how to increase energy efficiency in facilities;Managing security fire alarm/protection systems, building energy management systems, building automation systems, and managing security and access control installation for all owned and leased facilities;Managing facility maintenance contracts, reviewing and approving change orders, and conducting final inspections of work before final payment;Conducting comprehensive field observations on major construction projects to ensure adherence to contract specifications, which includes reviewing the work/designs of contracted architects, engineers, and construction contractors;Providing consulting services to County staff, which includes writing specifications and identifying potential construction and maintenance issues, reviewing plans with emphasis on mechanical/electrical/plumbing systems, and resolving issues that arise during construction; andReviewing Requests for Proposals (RFP's), contracts or Invitations to Bid (ITB's), and associated purchase orders; andPerforming other duties as assigned.
This Supervisor also provides the following services for the Facilities Design and Construction Bureau and other County agencies:
Reviewing plans for future construction projects;Assisting agencies with writing RFP's, specifications, and contracts;Analyzing and troubleshooting buildings and their systems; andConducting technical analysis of contractor claims.
Selection Criteria Minimum:
Bachelor's degree in Engineering, Architecture, Business Management, or related field; 3 years of experience leading facilities operations and maintenance activities on buildings and systems, including using a variety of complex state-of-the-art equipment; andExperience managing projects and contracts.
Substitution:
A combination of education and experience that demonstrates the ability to oversee building design and construction, ensuring compliance with applicable codes; provide technical expertise in the areas of design, construction management, and major building renovations; manage projects, budgets, and contracts, and supervise and evaluate staff.
Desirable:
Preference may be given to candidates with experience or licensure in one or more of the following:
Professional Engineer (PE) License in Virginia or state with reciprocity;Supervising and evaluating staff and m anaging operations budget;Conducting constructability reviews and technical (Mechanical, electrical, or plumbing) analysis of contractor claims;Ensuring compliance with applicable codes;Developing and interpreting specifications and design requirements;Working in a local government and/or urban environment; and/orUsing the following systems; Lenel OnGuard security, Milestone Camera Monitoring, Infor EAM Work Order and/or Payment systems.

The applicant must possess, or obtain by the time of appointment, a valid Driver License, or the ability to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.
If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
Any offer of employment is contingent upon a favorable review of the applicant's driving record.

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
