TRANSPORTATION RESEARCH AND SITE PLAN DEVELOPMENT MANAGER

Position Information Are you interested in working in one of the most innovative multi-modal communities in the Country?Arlington County Commuter Services (ACCS), a bureau of the Division of Transportation and Development Services (DOT) in the Department of Environmental Services (DES), is seeking a Transportation Research and Site Plan Development Manager to provide a broad range of responsibilities involving research, applied research, Transportation Demand Management (TDM) site plan development, program evaluation and monitoring, and new service oversight and assessment.
This employee reports directly to the ACCS Bureau Chief and works closely with the Bureau of Development Services, other DOT bureaus and senior Department professionals.
ACCS , recognized for receiving top honor for mobility management , is responsible for operating and promoting the use of the County's alternate transportation services in order to reduce congestion and improve mobility for residents, employees and visitors.
Major responsibilities include, but are not limited to the following:
Approving research scope and methodology to be used to conduct TDM studies and surveys, managing the survey process through contractors, and analyzing data collected;Developing, monitoring and evaluating the impact of TDM plans for new developments including data analysis and negotiation with private developers in coordination with DES staff who are conducting site plan review;Preparing Federal and State grant proposals in coordination with a Management & Budget Specialist;Managing contractors responsible for conducting surveys and field research, conducting compliance reviews with TDM site plans and TDM planning;Working with the Bureau Chief and staff to review and update the TDM Strategic Plan;Managing the collection of payments from developers to conduct TDM site plan compliance reviews, using a tracking system for these fees and preparing quarterly and annual reports for senior management;Conducting program evaluations of existing programs to ensure compliance with Federal and State grants as required by Bureau Chief;Writing Board reports and presenting information to the County Board as necessary; andPreparing and giving presentations to various advisory committees including the Transportation Commission, the Bicycle Advisory Committee, the Pedestrian Advisory Committee and various resident and business organizations.
The ideal candidate will have demonstrated experience in TDM site plan development including research and analysis, excellent technical writing and verbal communication skills, and proficiency in software applications such as Microsoft Office Suite.
Selection Criteria Minimum:
Bachelor's degree in Urban Planning, Transportation Planning, Public Administration, Architecture, or a related field;Three (3) years of progressively responsible professional experience in urban planning, land use program administration, community development, or other related program areas.
Substitution:
Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.
A Masters' Degree in Urban or Transportation Planning may be substituted for one year of the qualifying experience.
Desirable:
Preference may be given to candidates with a Master's degree in Transportation Planning, Urban Planning, or related field and experience/credentials in one or more of the following:
TDM services that included research and analysis;Supervisory experience which includes organizing and managing the activities of an inter-disciplinary team;Developing and managing federal and/or state grants;Site Plan Reviews; and/orAmerican Institute of Certified Planners (ACIP) designation.
Special Requirements The applicant must possess a valid driver license.
If the applicant possesses a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
Any offer of employment will be contingent upon a favorable review of the applicant's driving record.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
