CAPITAL PROJECTS PLANNER

Position Information Arlington County's Department of Environmental Services (DES) is seeking an experienced and highly motivated Principal Planner to serve as a Capital Projects Planner within the Transportation Planning and Capital Projects Management (TPCPM) Bureau.
The TPCPM Bureau is responsible for the long-range planning, scoping, prioritization, and implementation of equitable, safe, and functional transportation infrastructure in accordance with the County's Master Transportation Plan (MTP), an element of the Comprehensive Plan and the guiding policy document for the Division of Transportation (DOT).
The TPCPM Bureau manages a large and diverse capital portfolio of complete streets and pedestrian and bicycle facility projects.
This is a new position that will bridge an existing planning gap within the bureau, guiding the process of transforming adopted plan recommendations into innovative multimodal transportation projects to be implemented throughout the County.
The role will be critical to streamlining TPCPM's process of scoping and funding feasible, effective improvements to the transportation network that fulfill the vision, goals, and recommendations of our long-range planning documents.
Specific duties:
Conducting and overseeing complex feasibility studies, engineering studies, and planning efforts, such as corridor studies and trail improvement studies;Producing and reviewing project deliverables including analyses, scope documents, and innovative designs;Developing and managing consultant contracts to ensure the production of high-quality work that is delivered on schedule and within budget;Coordinating with internal and external partners on planning and scoping efforts (e.
g.
, coordinating consultants and staff in other DES Bureaus on the scoping of projects and programs);Planning and conducting public engagement for studies and scoping efforts; andServing as a technically knowledgeable staff liaison to the Transportation Commission, including attending and supporting monthly meetings, drafting and circulating agendas and minutes, responding to Commissioner requests in a timely manner, and updating the Commission website and other communications.
The successful candidate will have a strong interest in developing safe, accessible, and sustainable transportation options throughout Arlington County and will demonstrate knowledge of the County's guiding transportation plans and policies, including the Master Transportation Plan elements and Vision Zero Action Plan.
They will be able to interpret the high-level recommendations of long-range plans, manage feasibility studies to determine what improvements are possible based on physical and financial constraints, and scope out the detailed improvements needed so that these can be programmed into the County's Capital Improvement Plan as readymade projects to be implemented.
Strong verbal and written communication skills, and presentation skills are essential.
Work is expected to be performed independently as well as collaboratively on multi-disciplinary teams.

Selection Criteria Minimum:
Bachelor's Degree in Urban Planning/Studies, Geography, Social or Environmental Sciences, Civil Engineering, Landscape Architecture, or related field; andThree years of experience in transportation planning, engineering, and/or project management.
Substitution:
A Master's Degree in Urban or Transportation Planning, Civil Engineering, Landscape Architecture, or a related field may be substituted for one year of the qualifying experience.
Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.
Desirable:
Preference may be given to candidates with a Master's degree in a related field and experience in one or more of the following:
Developing and/or managing transportation projects;Managing consultants and contracts;Leveraging technology and tools (e.
g.
, GIS) to support urban or transportation planning efforts;Public speaking and conducting public engagement efforts; andProfessional certification (AICP, PMP, PLA, PE)Special Requirements Cover Letter:

Driving Record:
