CHIEF LABOR RELATIONS OFFICER

Position Information The County Manager's Office (CMO) is seeking a Chief Labor Relations Officer (CLRO) to provide strategic leadership and guidance to the County's new collective bargaining and labor relations efforts.
The CLRO will serve as the County's chief spokesperson during contract negotiations and be responsible for developing and implementing the County's collective bargaining program.
The CLRO will report to the County Manager along with working in partnership with multiple stakeholders, employee organizations, and bargaining agents, County Leadership, and the Labor Relations Administrator to maintain a highly engaged and effective workplace.
Key responsibilities include:
Providing leadership to the County's collective bargaining program, including serving as the County's chief spokesperson during contract negotiations and formal/informal hearings regarding labor relations issues; Developing and maintaining collaborative working relationships with employee organizations and bargaining agents; Formulating and implementing the County's collective bargaining strategy, including monitoring the various phases of contract administration, and developing and negotiating counter proposals; Ensuring County compliance with bargaining agreements and procedural requirements, including implementing labor relations policies, practices, and guidelines and coordinating the grievance process; Coordinating collective bargaining issues with County leadership, the Department of Management and Finance, the County Attorney's Office, and the Human Resources Department; Providing comprehensive and effective training programs for managers on collective bargaining agreements, labor contract administration, and grievance resolution; and Reviewing legislation impacting collective bargaining and formulates appropriate recommendations.
The successful candidate will have the ability to build productive relationships with a variety of stakeholders while addressing multifaced concerns with diplomacy and have experience as a strategic, innovative leader in labor relations throughout all stages of contract development.
Selection Criteria Minimum:
Bachelor's degree in Public Administration, Human Resources, or related field;Progressively responsible collective bargaining experience, which includes;Developing and negotiating collective bargaining agreements; and Facilitating continuous communications with employee organizations, bargaining agents, and organizational leadership to identify solutions for multifaceted issues.
Substitution:
Additional qualifying experience may be substituted for required education on a year-for-year basis.
Desirable:
Preference may be given to candidates with a Master's Degree in related field and experience in one or more of the following areas:
Serving as a Chief Labor Relations Officer or similar role within a Local, State, Federal, or other government relations environment;Progressively responsible experience in labor relations;Serving as the employer's chief spokesperson during contract negotiations; Responsible for the development of the employer's collective bargaining strategy; andCertified Labor Relations Professional (CLRP) from the National Public Employer Labor Relations Association (NPELRA).

Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
