HR/OD SPECIALIST

Position Information The Arlington County Fire Department is seeking a qualified candidate to fill the position of Human Resources/Organizational Design (HR/OD) Specialist.
This position will provide advance support to the Fire Department in developing and recommending implementation of department policies and programs.
The HR/OD Specialist will manage implementation and administration of HR processes including; inner department transfers, onboarding/off boarding, performance management, compensation, leadership development, recruitment incentives, succession planning, and regulatory compliances.
This position will oversee department recruitment, new hire, payroll process, EEOC Investigations, training, employee record retention, department's disciplinary review and career development programs.
Under the general direction of the Deputy Fire Chief of Personnel Services, the HR/OD Specialist will serve as the department's liaison to the Department of Human Resources, County Attorney's Office, Human Rights and the assessment center as well as serve as the Fire Department subject matter expert for matters related to policies and laws related human resources.
This position oversees one civilian position and works with uniformed personnel services members on a regular basis.
Major Duties:
Payroll/Benefits Administration:
Oversees bi-weekly payroll processing for civilians and uniformed employees; andMaintains and updates official employee personnel, payroll and benefit records through a comprehensive Human Resources Information System.
EEO/Employee Relations:
Oversees EEOC investigations, training, employee record retention, assist with departments disciplinary review and career development programs;Consults on a variety of routine to complex employee relations issues such as corrective actions, policy violations, and performance issues; andAssists with fact-finding investigations, analyzing data/information and preparing written investigative findings/reports and recommendations.
Recruitment/Promotional Processes:
Oversees uniform and civilian recruitment efforts to ensure that the organization is effectively and efficiently sourcing and selecting the right candidates;Assists with the development and drive talent management strategies to ensure effective staffing alignment with the needs and goals of the department.
This includes creating systems to attract talent, identify critical talent needs, develop core competencies and corresponding development opportunities, and engage leadership in succession planning; andCoordinates with county HR to develop the promotional assessment logistic process.
General HR Duties:
Assists with the identification of ways to increase uniform member retention and productivity, including strategies to enhance employee engagement, leadership and staff development, regular feedback and coaching, and career pathing;Educates and advises managers and senior leaders on HR-related legal and regulatory matters and ensuring HR programs, practices, and policies are aligned;Ensures that employee files and records are properly and securely maintained; andCollects information, performs research and analyzes data.
The ideal candidate will possess considerable knowledge of human resources management principles and practices, particularly related to recruitment, payroll, and employee relation matters to include knowledge of applicable Federal and State laws and regulations such as FSLA, EEO, ADA, and FMLA.
Selection Criteria Minimum :
Bachelor's degree in Organizational/performance Development, HR Management, Industrial/Organizational Psychology or related field; andExperience managing public safety human resource and payroll operations with evidence of successful navigation in a political or highly participatory community environment.
Substitution :
Additional qualifying related experience may be substituted for the education requirement on a year-for-year basis.
Desirable:
Preference will be given to applicants with experience in one or more of the following:
Working in a public safety setting, particularly as a manager or a lead;Working with Kronos, Prism, Power BI, Microsoft SharePoint, Teams, and OneDrive, and O365;Public safety payroll processing;Processing FMLA;Understanding Fire Department FLSA and pay shifts;Understanding of the Public Safety Accreditation process; and/or Human Resource Certification such as PHR, CEBS or CBP.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
