MANAGEMENT SPECIALIST

Position Information Arlington County's Department of Libraries is seeking a Management Specialist to directly support the department's administrative, finance, and human resources needs for all departmental staff and programs.
This position is primarily responsible for providing support to the department in the areas of finance and budget management, recruitment and new employee onboarding, and department personnel management.
Stakeholders include internal Libraries staff including supervisors, new hires, and departmental leadership.
The position acts as a liaison to other County departments such as the Department of Management and Finance and the Human Resources Department.
Budget and Finance Management Support duties include:
Managing processes to monitor, control, and assess spending for various library programs;Assisting in budget preparation efforts for the County's annual budget process;Serving as the department liaison to the Department of Management and Finance and updating the department on new finance policies and procedures;Providing assistance to Libraries staff such as assisting with expense reimbursement, monitoring training opportunity expenditures, creating purchase orders, and paying bills and invoices;Serving as the primary liaison for Library of Virginia, including handling documentation to receive annual state aid;Managing the reimbursement and invoicing process with the Friends of the Arlington Public Library;Recruitment and Onboarding Support duties include:
Manages process to monitor, track, and analyze talent-related processes such as tracking open vacancies and recruitment processes;Serving as the departmental liaison to the Human Resources Department and updating the department on new human resources policies and procedures;Providing assistance to hiring managers requesting to fill vacant position by writing job announcements, advising on recruiting process and procedures, salary negotiations, reference checks, and other parts of the hiring process; Managing applicant tracking system-related aspects of recruiting process including submitting vacancy requisitions, tracking active recruitment processes, and closing out recruitments when hires are made;Preparing offer letters for candidates and onboarding new hires by entering new hire information in the Oracle-based employee management system, scheduling for new employee orientation.
Personnel Management Support duties include:
Managing the timekeeping and payroll activities for Library including processing timecards biweekly, communicating deadlines to supervisors, ensuring accuracy, managing corrections, and performing audits;Coordinating the submission of approved position reclassification studies to the Human Resources Department;Entering employment status changes into the Oracle-based employee management system such as pay increases, job transfers, promotions, reassignments, and terminations;Submitting various pay change requests to the Human Resources Department for approval and processing, such as language-based pay premiums or temporary acting pay increases.
Selection Criteria Minimum:
Bachelor's degree in Library Science, Information Science, Human Resources, Finance, Accounting, Business Administration, Public Administration, or related field; and Progressively responsible experience providing direct administrative support to an agency, to include at least one year of human resources or budgetary/finance support.
Substitution:
Additional directly related experience may substitute for the education requirement on a year-for-year basis.
Desirable:
Preference may be given to candidates with experience in one or more of the following:
Providing direct support to a public library system or in a library environment;Performing financial data analysis to support business operations or annual budgetary efforts; andUsing human resources or finance planning specific software systems such as applicant tracking systems, human resource information systems, enterprise resource planning systems, financial management systems, or similar.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
