SENIOR MANAGEMENT ANALYST

Position Information Arlington County's Department of Environmental Services (DES) is hiring a motivated, multi-talented Senior Management Analyst for the Facilities Management Bureau (FMB).
The Facilities Management Bureau is responsible for routine and emergency repair and maintenance of all County facilities including the planning, design, and construction management of renovation projects associated with such things as infrastructure, electrical, mechanical, plumbing, security, energy efficiency, stormwater management.
The primary task of this job is to manage all contract activities to include developing contract specifications, drafting contracts, pre-award, post-award, and contract termination for the over forty service contracts required to support FMB operations.
Contracts are specific to the building industry and include the services of security, fire protection, plumbing, HVAC, electrical, carpentry, conveying systems, stormwater management, building envelope, and generators.
This position will serve as the Accreditation Manager for the American Public Works Association (APWA), tasked with earning DES accreditation in additiona to acting as the primary liaison between the Operations Services Area (OSA) and the Office of Public Safety Communications & Emergency Management (PSCEM) planning and preparing for emergency response activities.

Department of Environmental Services Specific duties include:
Providing contract administration to ensure compliance with contract terms and conditions for over forty contracts with combined annual expenditures of over $2.
5 million;Writing scopes of work and specifications for building industry services contracts to include services related to security, fire protection, plumbing, HVAC, electrical, carpentry, conveying systems, stormwater management, building envelope, and generators;Developing and implementing competitive requests for proposals (RFP's) and invitations to bid (ITB), and coordinating the formal RFP/ITB and bid process including developing statements of work, pre-bid meeting, review of bids, contract award recommendations, and formal negotiations with bidders/contractors;Establishing and managing processes, policies, and systems (i.
e.
, SharePoint) to obtain APWA Accreditation;Performing weekly site visits to inspect contractor work and conformance with contract documents;Leading monthly meetings with major service contractors and County building operations staff;Addressing contractor performance issues and resolving any open contract disputes; Acting as a liaison between project managers and contractors to interpret contract conditions and County policy and procedures, and to resolve any disputes that may arise; andServing as the Facilities Management Bureau's liaison with the Office of the Purchasing Agent and other staff.
The ideal candidate will be adept at contract procurement, contract performance management, ensuring compliance, and is able to professionally communicate to multiple stakeholders with completing priorities.
Successful candidates will be proficient using the Microsoft Office Suite and demonstrate exceptional analytical skills, is an effective communicator and collaborator, is inquisitive, demonstrates the ability to comprehend and develop new concepts and skills quickly, and is effective working alongside all levels of professional and trades staff.
Selection Criteria Minimum:
Bachelor's degree in Business, Engineering, Financial Management, Public Administration, Communication, Organizational Development, Environmental Management or a related field; andConsiderable administrative experience that includes researching, evaluating, and establishing policies and procedures related to personnel management, emergency response procedures, time management, and/or financial practice.
Substitution:
Additional years of experience in a directly related field may be substituted for the education requirement on a year-for-year basis.
Desirable:
Preference may be given to candidates with experience in one or more of the following:
Working in a Facilities Management, construction, 24/7, or municipal operational environment; Leading projects, initiatives, or programs in a local government or similarly structured diverse organization; Collaborating with senior-level staff and/or elected officials; and/or Managing public relations and/or opportunities for community engagement.
Special Requirements Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence.
The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
The position will have use of a County vehicle during work hours and/or will be eligible for reimbursement for personal vehicle mileage incurred on County business.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
