EMERGENCY MANAGEMENT WATCH OFFICER

Position Information Are you experienced in public safety communications? Do you want to take the next step in your career and work with a strong progressive team?Arlington County's Department of Public Safety Communications and Emergency Management (PSCEM) is looking to fill the position of Watch Officer in the Emergency Management's Watch Desk.
Leveraging advanced technologies and public safety tools, the Watch Officer collects information regarding potential and actual risks, threats and ongoing incidents that may have operational consequences for Arlington County.
Often functioning in a high-stress and time-critical environment, the Watch Officer must determine the validity, urgency, and significance of this information and disseminate it to relevant parties.
Specific duties include:
Monitoring multiple law enforcement and fire department radio channels simultaneously to provide timely and accurate notifications to the public, county leadership, and public safety command staff (if needed);Reviewing, collection, compiling and evaluating information from a variety of sources in the form of emails, memorandums, narrative reports, and notification to facilitate emergency response, record keeping, data collection, and analysis;Receiving and transmitting information via Police Mutual Aid Radio Systems (PMARS), National Warning System (NAWAS), Computer Aided Dispatch systems (CAD), and other local, state, and federal communications systems;Analyzing the impact of incident within Arlington, the national capital region, or the country to inform and assist emergency management staff coordinate and deploy emergency resources;Assisting county staff during an activation of the county's Emergency Operations Center in a no-notice or pre-planned event;Operating camera systems on multiple platforms to assist in locating reported incidents, suspects of crime, missing or endangered people, etc.
;Serving as subject matter experts in the county's emergency alerting system and assisting county employees and members of the public in troubleshooting issues with associated tools;Exercising discretionary decision making in a time-critical and high-pressure environment with significant public interest;Researching, developing, and implementing new programs and projects to further the mission of the Watch Desk and its stakeholders;Coordinating and effectively communicating with police, fire department, and emergency communications personnel during an emergency response; andAttending and participating in meetings, conferences, trainings, and jurisdictional and regional exercises.
About the Watch DeskThe Watch Desk is a specialized operations support unit that provides the county's emergency managers, public safety command staff, and government leadership with real-time situational awareness.
The Watch Desk serves as a portal to the county's Office of Emergency Management and assists emergency managers with departmental objectives and projects.
This is a civilian, non-sworn position.
Selection Criteria Minimum:
High School Diploma or equivalent;Two years of experience in public safety, emergency management or other directly related field that includes experience using a variety of tools to facilitate emergency notifications, record keeping, data collection and analysis.
Desirables:
Preference may be given to candidates with one or more of the following:
Considerable knowledge of emergency management technologies supporting Watch Desk operational activities to include WebEOC, NAWAS, Everbridge and/or Emnet IPAWS;Knowledge of law enforcement and fire/EMS terminology and radio communications, techniques and procedures as they relate to dispatch activities;Experience working in Public Safety under stressful conditions making critical decisions using sound judgment;National Incident Management Systems (NIMS) certifications (100, 200, 700, 800); and/orExperience using CAD, VCIN, radios, emergency alerting systems, social media, and other public safety and emergency management systems.

Applicants must be able to obtain a Virginia Criminal Information Network (VCIN) Operator Level C certification.
Applicants must possess or obtain National Incident Management Systems (NIMS) certifications (100, 200, 700, and 800) within three months of employment.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
