CHIEF SUPPORT ENGINEER

Position Information The Department of Environmental Services (DES) is seeking a Chief Support Engineer for it's Engineering Support Section within the Water, Sewer, and Streets (WSS) Bureau to provide strategic and operational oversight and support to the bureau.
The Engineering Support Section creates Master Plans for water, sewer and street infrastructure and helps to implement them through the approved Capital Improvement Program (CIP) process which involves a continuous cycle of planning, design, updating and execution of the $25-$30 million per year portfolio of CIP projects for WSS.
The Chief Support Engineer manages both operational and planning/design functions that support the WSS Bureau.
The work units include:
engineering planning and design work, operational technical oversight, records management, and the Construction Management Group.
This is a senior engineer level position with extensive technical expertise in roadway construction, utility planning, operations and management (which is all aspects of WSS work).
Specific duties include:
Managing a workforce of 23 employees ranging from trades workers to professional engineers;Providing strategic and tactical direction to the water system in Arlington County.
This includes creation of Water Supply and Water Distribution Master Plans, analyzing and preparing CIP requests, and coordinating with other County departments in the implementation of water capital projects;Serving as the Arlington County representative to the Aqueduct's technical staff committee because of it's both engineering and strategic nature;Providing oversight of all aspects of water quality for the County's drinking water, including documenting regulatory requirements, maintaining a working partnership with the US Corps of Engineers (our water supplier), and regular water sampling and adjustments;Providing QA/QC for the annual water quality report and handling citizen and media inquiries when water quality is an issue/concern;Providing strategic direction to the sewer system in Arlington County and overseeing the maintenance of utility asset records;Participating as an active stakeholder on new technology changes that directly impact the section, bureau and Department (i.
e.
, Cartegraph, ePlan Review, Permitting Plus and the new Utility Billing System);Providing interpretations and guidance on Construction Standards and permits to internal County staff and private developers.
Serving as the spokesperson regarding complex issues related to ownership of water/sewer lines or utility record disputes;Preparing plans, CIP recommendations, and presentations; including formal Board Reports, Requests for Proposal, contracts, and technical and compliance reports to internal and external audiences, County Board members, consultants, concerned citizens, and the general public; andProviding engineering support to two Chief Operating Engineers as they manage their daily operations and CIP-funded improvements.
S upport trades managers and employees with daily operations as well as works directly with Professional Engineers and Budget Professionals in the County and with outside consulting firms and other jurisdictions.
The ideal candidate for this position has excellent communication skills and the ability to make technical language comprehensible to others.
They will also have excellent written skills and demonstrated ability to produce presentations which will be given to the County Board and community groups on capital projects and programs.
Selection Criteria Minimum:
Bachelor's degree in Civil Engineering; 3 years of progressive experience in Civil Engineering performing infrastructure design and/or utility operations including experience in capital projects or program management; Desirable:
Preference may be given to candidates with a Master's degree and experience or licensure in one or more of the following:
Professional Engineer (PE) License in Virginia or state with reciprocity;Two or more years of experience in project or program management of capital improvements for a public utility or jurisdiction responsible for streets and sewers;Public infrastructure contract management;Program implementation or management experience;Operational experience providing civil engineering of sewer systems, force mains, storm infrastructure and/or street and highway design and maintenance; and/orMicrosoft Office proficiency.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
