Responsibilities:
Support Navy TENCAP as a subject matter expert with knowledge of current and planned Intelligence Community reconnaissance systems, sensors, and capabilities as they impact naval operations and systems and their ties to NRO Overhead Systems.
Provide technical and management support to provide end-to-end capability development of integrated C4ISR payloads with appropriate platforms, working across OPNAV, SYSCOMs, Laboratories, industry, and the Fleet in order to improve the Navy's capabilities to achieve core Information Warfare (IW) functions of Battlespace Awareness (BA), Integrated Fires (IF) and Assured Command and Control (AC2).
Coordinate capability transition with Navy, Joint, and interagency programs.
Provide technical and management support for the development of adaptable and small form factor C4ISR platform collection systems, communications, and cryptologic security within a reconfigurable, software defined mission package.
Provide technical and management expertise regarding integration of national/IC capabilities to N2N6 tactical systems resource sponsors such as DCGS-N, Tactical Cryptologic Systems/Ship Signals Exploitation System, (air/surface/subsurface/manned/unmanned etc.
).
Review and provide input to N2/N6, Fleet, Joint, and interagency systems fielding plans, policies, programs and CONOPS related to their ability to support fleet requirements and missions.
Required
Qualifications:
Active US DoD TS/SCI clearance Bachelor's Degree in Engineering, Science, Technical Management, or Business from an accredited college or university or equivalent work and time-in-grade experience.
Advanced degrees and professional experience of 10 years or more are desirable Ten (10) or more years of professional experience with National and/or DoD ISR systems engineering; test and evaluation; operational integration; tactical employment; or technical management.
Ten (10) or more years of professional expertise in the SIGINT intelligence field including IO, communications, information sharing (ie, cross domain solutions), and information/knowledge management (including data fusion and multi-intelligence exploitation), particularly as they relate to national and tactical ISR systems, programs, and policies Knowledge of SIGINT, Cyber, and IO systems hardware and software design and integration, digital and analog communications technology, and distributed processing and networking.
Project management experience.
Project Management Professional (PMP) certification and experience- with Earned Value Management (EVM) and life-cycle project management principles are desirable.
Knowledge and professional experience with DoD research and development processes and associated communities of interest and practice including Government laboratories, industry partners, Federally Funded Research and Development centers (FFRDCs), Defense Research and Engineering Laboratories, University Affiliated Research Centers (UARCs), academia and the National and DoD Intelligence Community.
Knowledge and experience with end-to-end, innovative, Command and Control, Communications, Computers Intelligence, Surveillance, and Reconnaissance (C4ISR) Research and Development (R&D) concepts and rapid prototyping project development including project formulation, schedule, budget, test plan development and execution, risk mitigation strategies, and transition plan formulation and execution.
Knowledge and experience with Navy customers of National and Tactical ISR capabilities and warfighting areas including:
anti-air, anti-submarine, anti-surface, strike, littoral, expeditionary, mine, and interdiction warfare.
Wide-ranging experience in tactical level Naval and Joint operations, intelligence, and support to the Fleet is highly desirable.
Recent operational experience (within the last 3 years) on working with Navy platforms (air, surface subsurface), weapons, and operations, especially in conjunction with National and Joint C4ISR, is desirable Demonstrated ability to provide guidance, direction, and supervision in the areas of engineering, operations, contracts, and finance for Navy C4ISR systems.
Knowledge of DoD systems engineering requirements throughout the life cycle of the system; acquisition policies; Planning, Programming, Budgeting, and Execution (PPBE) system; design interface requirements; specification development; DoD Research, Development, Test, and Evaluation RDT&E); Aircraft Procurement Navy (APN); and Operation and Maintenance Navy (O&MN) programs' policies.
Knowledge of DoD systems engineering requirements throughout the life cycle of the system; acquisition policies; Planning, Programming, Budgeting, and Execution (PPBE) system; design interface requirements; specification development; DoD Research, Development, Test, and Evaluation RDT&E); Aircraft Procurement Navy (APN); and Operation and Maintenance Navy (O&MN) programs' policies.
Knowledge and capability in planning, management, budgeting, and coordinating technical and contract reporting requirements.
Computer literate and proficient in the following current software packages:
Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, Microsoft Project, and other common office operations software packages.
Possess professional written and oral communication skills.
Must be proficient in giving oral briefings and preparing technical papers, reports, presentations, and basic contracting-related documents including statements of work (SOWs) in support of TENCAP R&D projects and policies ADA Notations:
