Parsons is looking for an amazingly talented Quality Manager to lead the quality program of a program management organization for a national facility assessment and construction project management contractor! In this role, you will get to provide management direction and serve in an administrative and supervisory position.
This position provides leadership to quality professionals and the development and implementation of Quality systems, procedures, and related quality activities.
The candidate will regularly interact with senior-level representatives from a variety of functional groups, including Program Management, Design and Construction, Asset Management, Real Estate, IT, Contracts and other personnel.
What You'll Be Doing:
Leading and managing the overall Quality of the program management organization.
Conduct annual program reviews to assess program accomplishments, lessons learned/best practices and work with leadership to develop annual strategic and operational goals.
Provides Quality management leadership to develop and optimize program processes, data collection and reporting systems.
Participates in Client pre-bid, bid or contract planning and preparation.
Coordinates with Corporate Quality department to execute program audit of procedures and ISO 9001 certification compliance as needed.
Effect a culture of continuous improvement by utilizing all available measures including, but not limited to, assessing the results of a performance scorecard, targeted quantitative analysis of client deliverables, auditing department meetings to ensure process compliance and developing training modules.
Identifies quality issues or trends based on data from a variety of sources and reports to executive management.
Work with management to enhance organizational performance metrics and processes.
Develops and provides consistent quality training programs to key personnel and staff.
Develop business requirements for an automated quality management system that quantifies the program's effectiveness in meeting Client's performance metrics.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
Current Construction Quality Management for Contractors Certification Bachelor's degree in business, Quality disciplines or related field (or equivalent work experience).

years of related work experience in business operations, including 2 years in quality operations.
Extensive experience developing program processes for program management organizations that support the acquisition and execution of construction projects.
Expertise in conducting detailed quantitative and qualitative analyses on construction project performance, presenting assessments and making recommendations to staff and leadership stakeholders.
Develop training material on construction procurement and facility condition assessments that relay core competencies and enhance quality of client deliverables.
Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.
Requires the ability to communicate clearly, conduct presentations (including public presentations) to management, clients, and customers, and interface effectively with a diverse group of professionals.
Strong interpersonal skills to work with other departments in a tactful and effective manner.
Strong attention to detail.
Requires extensive knowledge of Quality Management practices and processes.
Ability to direct and manage team members with day-to-day activities as well as special projects to assure timely completion.
Collaborate with program members on day-to-day activities as well as special projects to assure timely completion.
Possess computer proficiency with working knowledge of Microsoft Office Products, including Word, Excel, Power Point.
What Desired Skills You'll Bring:
Master's degree in business is highly desired.
Requires proven experience in directing and implementing quality management systems.

Salary Range:
$92,200.
00 - $161,400.
