Senior Radio Navigation Policy Analyst with Security Clearance

We are seeking a Senior Radio Navigation Policy Analyst to join our OSD CIO team.
Our customer, OSD CIO C3 Infrastructure Directorate, is responsible for the oversight of the DoD's capabilities for determining position, navigation and timing--often referred to as PNT.
The individual filling this position will apply their knowledge of space-based navigation systems such as GPS, Galileo, GLONASS, Beidou, etc.
as well as terrestrial and space-based alternatives to these systems.
Key
Responsibilities:
Develop and evaluate proposed policy, directives and guidance for the DoD on the use of various navigation systems--with a focus on radio navigation capabilities.
Support policy development and working across the DoD and with other agencies of the Federal Executive Branch and help to develop and evaluate proposed policies and directives.
Prepare recommendations for DoD CIO consideration.
Provide staff support for assessing compliance by the elements of DoD with DoD CIO guidance and policies for radio navigation and alternative navigation capabilities.
Provide analyses and advice to the DoD CIO to improve the synchronization and diversity of navigation capabilities available to U.
S.
warfighters.
Support the PNT Enterprise Council, Executive Management Board (EMB), together with associated Working Groups and coordination with the PNT Enterprise Oversight Council to ensure that proposed DoD policies, directives, guidance and initiatives are consistent with the broader use of the GPS system as a global enabler for safety of navigation and for commerce (e.
g.
, agriculture).
Prepare meeting records, maintain action items and status and maintain records for the PNT Enterprise Council, EMB and Working Groups and their meetings.
Analyze initiatives and capabilities addressing navigation warfare (NAVWAR) to help ensure the availability of navigation capabilities to U.
S.
and allied nations while mitigating and/or defending against NAVWAR capabilities which potential adversaries may develop.
Coordinate with various organizations across the DoD (e.
g.
, USSPACECOM, U.
S.
Space Force, Space Systems Command, the terrestrial Service's navigation system program offices) to ensure DoD CIO policy, guidance, and governance is being followed and executed and that acquisition programs are proceeding in a manner which supports the evolution of the DoD's PNT Enterprise Assist in oversight of GPS Block II and III systems, SAASM and the NUDET Detection System Assist in oversight of the implementation of the cybersecurity architecture for GPS Assist in oversight of the acquisition of PNT capabilities and the adherence of the programs involved with DoD acquisition processes Review analysis of various navigation capabilities in various environments and operational scenarios to assess the military utility and operational relevance of these capabilities Interface with key DoD navigation acquisition organizations to monitor the technical & operational suitability and programmatic executability of the capabilities being developed Interface with USSPACECOM, USCYBERCOM, the NSA and the US Space Force to ensure that navigation capabilities being employed by the U.

military will not compromise the operational security of U.
S.

allies) to foster the shared use of navigational systems for diversity, redundancy, resiliency and reliability of navigation Travel up to 20%Required Skills and
Experience:
Active TS-SCI Clearance Master's Degree in technical engineering related fields; or equivalent experience 15 years' or more experience with DoD SATCOM and 12 or more years of experience working in the radio navigation filed (OR a Bachelor's Degree in technically-related fields with a minimum of 8 years' experience) Systems engineering experience Policy coordination experience Ability to work in a DoD senior-level environment Ability to work independently and collaboratively with U.
S.
and international colleagues Solid analytical and problem-solving skills Solid communication and presentation skills Understanding of fundamental timing and radionavigation principles, engineering and techniques Familiarity with US concepts for the military employment of various navigation systems--including alternatives to radionavigation capabilities (e.

, inertial navigation systems) Working knowledge of DoD radionavigation and alternative navigation systems Working knowledge of DoD acquisition processes Working knowledge of operational roles and responsibilities assigned to the various elements of DoDPreferred Skills and
Experience:
Master's degree in an engineering or a related scientific or technical discipline Experience with implementing GPS or other radionavigation systems Experience in developing or coordination radionavigation policy Familiarity/experience with DoD's PPBES budgeting process Experience with OSD or Service Headquarters organizations responsible for radionavigation and alternative navigation systems Knowledge/experience in a DoD Program Office responsible for providing navigation capabilities Why LinQuest?
