The Director, Development Information Systems is charged with the oversight of gift and data management The position also manages USO gift and reporting infrastructure; oversees gift processing, data alignment, constituent tracking, and revenue reconciliation, and manages and provides leadership and mentoring to reports.
The Director will ensure systems and workflows are optimized to meet current and future needs, emphasizing efficiency, scalability, and data quality.
In addition, the Director will be charged with ensuring the database and reporting undergoes a deep analysis of Systems Integration, Data and Mapping Audit, Functional Usability audit, and Gap Analysis.
Principal Duties and Responsibilities ( Essential Duties)Gifts Administration, Data Quality, and SystemsDevelop, design, implement, and manage donor and gift data management processes and workflows to improve the efficiency and effectiveness of the USO's Fundraising Operations team.
Responsible for core gift, and biographic information including address, phone, email, other contact information, activities ; and in addition, will coordinate with Prospect Management to help maintain financial, donation, and prospect management information.
Lead the development and implementation of USO's gift policies & process, as well as identifies and champions technology solutions and/or process improvements to make existing systems more efficient and accurate.
Oversee fundraising systems management across the USO.
Partner with HQ and Regional VP(s) of Development to implement, refine, and ensure adherence to HQ approved donation platforms, policies, and procedures.
Partner with Development, Marketing, and Information Technology to define the vision and strategy for future technology investments related to fundraising databases, donation and payment platforms in alignment with the overall fundraising strategy.
Oversee Planned Giving Operations, Major Gifts Operations, Matching Gifts, Charitable Registrations, and Stock donations.
Serve as a knowledge partner on Direct Response operations.
Oversee the production of detailed and summary daily, weekly, monthly, and quarterly gift reports for fundraising staff, finance, and senior leadership team.
Manages information initiatives, including system integrations and data acquisition efforts that support the development and marketing business processes.
Develops and documents development data governance and data quality policies and objectives;Supports end-user functionality by analyzing, documenting, and improving business processes, and systems configurations.
Conducts semi-annual pledge review process and oversees the pledge reminder process to assure the collection of funds expected by the organization.
Verifies the accuracy of information communicated to donors and development staff, and proposes modifications to technical processes that support this service.
Oversee full scope of gift processing (internal team & vendors) to ensure that all gifts are accurately, captured, entered, and deposited within established timelines.
Oversee month- and year-end revenue reconciliation and variance analysis.
Oversee related reporting to internal management and/or external partners.
Partner with Finance to ensure that all gifts are properly recorded and that all adjustments are communicated to senior leadership team members.
Serve as a knowledge partner for Development Operations for Financial Audit.
Collaborate with Director(s) of Information Technology to maintain PCI compliance, ensure donation data is captured accurately from all sources, and serve as knowledge partner to onboarding vendors and centers.
Oversee the bilateral feed of data between the two databases.
Maintain overall databases integrity and quality, via routine data improvements, data auditing and source code management.
Manage the data functions to ensure parity between the Direct Marketing Database and the Raiser's Edge Database, serving as a knowledge partner for the data dictionary, solicit or constituent codes, or donor data.
Partner with Director of Prospect Management on Donor Services strategy and operations.
Serve as a knowledge partner for addressing gift related questions or corrections.
Partner with the DevOps team for field onboarding or gift process updates.
Collaborate with the Direct Response (DR) on updating data inputs for new campaigns, assist DR in providing data or processing instruction to caging vendor, such as survey or phone card bounce-backs.
Serve as data knowledge partner to the DR team and their strategy vendors.
Serve as a subject matter expert in issues related to federal and state regulatory compliance for charitable gifts, fundraising and registrationsLead, manage and mentor staff reports.

Job SpecificationsBachelor's Degree in Business Administration, Marketing or related field.
Master's Degree preferred.

years of progressively responsible work experience in fundraising systems and/or data management leadership roles in the nonprofit or higher education arena, including 5
years in a supervisory capacity.
Relevant experience in a non-profit, military, multicultural and/or global organization preferred.
Demonstrated ability to lead high-performing teams.

Strong interpersonal and problem-solving skills.
Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism.

DetailsThis is a remote position reporting to our Arlington, Va.
office.
Preference will be given to local candidates within commuting distance to the location.
USO locations will adhere to local area and DOD guidelines regarding COVID vaccination/testing requirements.
