Position Description Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office (JPO)This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainmentThis position is contingent upon your ability to maintain/transfer your DoD Secret clearanceOur Senior Acquisition Systems Analyst (Senior Program Analyst), Engine and Power and Thermal Management System (PTMS) Modernization (EPM), located in Crystal City, Arlington, VA, provides acquisition systems analysis support to the Propulsion Program Management Office (PMO) in acquiring, supporting, and improving the family of F-135 engines produced by Pratt & Whitney (PW) and the Engine and Power and Thermal Management System (PTMS) Modernization (EPM)This is a Hybrid/Telework positionOur Senior Acquisition Systems Analyst (Senior Program Analyst) will provide F-135 Engine and Power and Thermal Management System (PTMS) Modernization (EPM) subject matter expertise (SME) to support the Propulsion Modernization team for the coordination of Acquisition Planning FunctionsEPM consists of F-135 Engine Core Upgrade (ECU), and Power and Thermal Management Upgrade (PTMU) (EPM/ECU/PTMU)Our Senior Program Analyst will perform critical program management, technical, or business analysis and provide recommendations to ensure program successThey will provide program analysis support for all aspects of the programCollect, complete, organize, and interpret technical data and financial information relating to propulsion acquisition and product programsOur Senior Acquisition Systems Analyst (Senior Program Analyst) will track program/project status, costs, technical performance, contract performance, schedules, and risksThis includes integration with Partners and FMS, other PMOsOur Senior Program Analyst is responsible for assisting in the coordination efforts regarding programmatic, technical, and sustainment areas, including program management, systems engineering, personnel management, scheduling, risk management, contracting, acquisition, budgeting, funding, configuration management, integration, testing, and life cycle logisticsOur Senior Analyst manages workflow and coordinates between Partners and FMS, other PMOs and functionals and industry as taskedYou will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systemsIn this role, you will:
o Assist Propulsion PMO in managing cost, schedule, and performance for the F-135 engine across development, production, sustainment, and modernization.
o Assist F-135 Engine and Power and Thermal Management System (PTMS) Modernization (EPM) which consists of F-135 Engine Core Upgrade (ECU), and Power and Thermal Management Upgrade (PTMU).
o Perform the duties of Senior Acquisition Systems Analyst (Senior Program Analyst), Engine and Power and Thermal Management System (PTMS) Modernization (EPM) in the F-35 Propulsion PMO1Planning, Programming, Budgeting Duties:
o Support all DOD and Congressional decision gates for Procurement authorizationso Provide timely POM inputso Provide Acquisition Plan and Acquisition Strategy inputso Provide timely Weapon System Planning Document (WSPD) inputso Provide timely Annual Cost Estimate (ACE) inputso Provide timely Draft Statement of Requirements (DSOR) inputso Assist in submitting and justifying Spend Planso Assist in submitting, prioritizing and justifying unfunded requests (UFR)o Provide Life Cycle Sustainment Plan (LCSP) inputso Support the development of strategic changes for providing products, services, and capabilitieso Analyzes needs and synthesizes requirements information to develop requirements for program initiatives and planning.
o Supports the preparation of documents, specifications, requirements, criteria, and standards which define needs and parameters of the programo Evaluates the impact of new resource levels such as budget cuts or increases, and updated estimates of resource requirements to take into account new or revised objectives, technical capabilities, new acquisition strategies, etc.
o Analyzes all changes that have an impact on the acquisition and develops responsive and effective changes in plans and strategies.

o Provide Program Status Updates to JPO Leadership, Services, Partners, and F-35 Governance Forumso Coordinate all EPM/ECU/PTMU planning functionso Understand of contract underruns and overruns using monthly EVM and cost reportingo Analyze and understand budget execution and EVM for assigned contract WBS elementso Resource prioritization and allocation within IPT/Teamo Develop and Maintain Integrated Program Schedules (IMS)o Understand, report, and mitigate weapon's program riskso Maintain the technical baselines for assigned systems and sub-systemso Uses data driven performance metrics for F-35 enterprise decisions and awarenesso Support contract RFP development and proposal evaluationso Manage DMS risks for assigned systems and sub-systemso Promulgates, assigns or arranges for management control techniques and procedures to provide accurate and comprehensive information concerning the status and progress of assigned programso Synthesizes critical management issues, documentation and relevant information to support program reviewso Recommendations for contract overruns and underrunso Manage IMS for assigned systemso Submit Verified and Validated productso Provide monthly IPT/Team ATO/ATC statuso Continuous Improvement and Cost Savings/Affordability Initiatives Duties:
o Monitor system performance for assigned systems and sub-systemso Propose and submit initiativeso Formulate and develop innovative support concepts which minimize cost while maintaining aircraft availabilityo Communication Duties:
o Interface with US Services, Partners, and FMS Countries on technical and programmatic issueso Assist in the coordination and delivery of information and capabilities briefing for the program reviews and presentationso Develop presentations on program status, accomplishments, and progress to all levels of DoD, JPO Governance Forums, and industryo Integration Duties:
o Facilitate integration between with PMOs, Functionals, and other IPTs/Teamso Develop and maintain a F-35 Roadmap for assigned systemso Represent the Program at meetings, conferences and workshops involving integrated logistics support and maintenance policieso Assist in reporting periodic and comprehensive assessments and evaluations of Country program goals and objectives that will provide a basis for long-range planning to improve F-35 Program managemento Monitor and track status on JPO Governance Action Itemso Assures that all planning is fully integrated with the overall program Team effort and that of other participating services, agencies, and countries when involved Qualifications To be successful in this role, you will have:
o An active DoD Secret clearance.
o Master's Degree in the stated discipline or a Bachelor's Degree plus 4 years additional work experience related to the labor category functional description.
o The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each weekExact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager(Your onsite days in JPO office including ad hoc meetings may increase to support the needs of the customer.
)o Experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management.
o A minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.
o At least three (3) years in support of a Major Defense Acquisition Program (MDAP).
o Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
o Knowledge of the FAR for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
o Demonstrated experience in the program/project status, schedules, and DoD reporting.
o Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life- cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.

Qualifications:
o Lean/Six Sigma certification.
o Program Management experience in Defense Programs, specifically in aviation Sustainment and Logistics.
o Experience of working in a Systems Program Office.
o Ability to support a highly complex program acquisition strategy with significant levels of concurrency between design, development, and test, sustainment implementation, and Follow-on Development.
o Knowledge and demonstrated skills necessary to lead and manage teams and/or Working Groups consisting of representatives from multiple countries/Services' to develop common sustainment solutions.
o Experience of international collaborative programs, to manage, coordinate and integrate diverse program efforts.
o Foreign Disclosure experience/knowledge.
