ObjectiveResponsiveTrustedSPA's Maritime Division provides timely, objective, analytic assessments, strategic planning, and expert operational, technical and acquisition support to the Undersea and Surface Warfare communities, and related agencies and partnersWe play key roles in providing the insights and strategies to address current and emerging challenges to our national securityWe have tremendous impact assisting our clients to achieve success on their most important issues and programs within the constraints of the budget environmentThe Naval Surface Warfare Analysis Group (NSWAG), within Maritime Division, focuses primarily on providing analytic and program support to the Surface Warfare component of the United States Navy, enabling enhanced decision-making regarding the allocation of resources to improve operational capabilitiesThis support includes personnel, manpower, and training support to OPNAV N1SPA has an immediate need for a junior Program/Financial Analyst to support OPNAV N100 in N1 POM Programming AnalysisResponsibilities Support resource programming cost-benefit analysis, forecasting, and financial analysis for Deputy Chief of Naval Operations for Personnel, Manpower, and Training (PMT) (OPNAV N1) portfolio totaling $19.
1BPerform manpower costing, financial modeling, and capital and investment analysis and resource planningSupport customers in the maintenance of financial databasesDevelop and employ analytical tools for evaluating the degree to which the client's programs serve higher-level priorities and meet resourcing requirementsWork with program claimants to build a logical, defendable, guidance-compliant and risk adjusted annual program submissionTrack multiple programs and issues and have frequent interaction with subordinate staffs and commands, members of the N1 staff and other OPNAV staff codes to provide cross-functional recommendations for resourcing decisionsDevelop status reports, perform program risk assessments and use financial management toolsDevelop and offer frequent revision of data displays, impact statements, briefing slides and justification papers, often on a short suspense time-linePrepare and present executive level products as neededWill be required to successfully complete courses on the Navy's Planning, Programming, Budgeting and Execution (PPBE) System, PBIS database, and Action Officer TrainingQualifications Required:
o Bachelor's degree in Mathematics, Business, Physical/Applied Science, or management disciplines such as Business Administration, Accounting, Finance, Economics, etc.
o 2 - 5 years of relevant work experience, particularly in the areas of finance, accounting, programming and/or systems analysis, POMo Strong analytical skills, critical thinking and computer skills to include experience with databases and the ability to quickly learn Navy financial planning/tracking databaseso Must be able to investigate and resolve issues, develop and recommend a course of action, and present the recommendation to decision makersMust be able to act independently with a minimum of supervision and guidanceo SECRET Clearance, and the ability to maintain it throughout employment Desired:
o Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process to allocate resources within the Department of Defense Recommended Skills Analytical Assessments Business Administration Computer Literacy Cost Benefit Analysis Critical Thinking Estimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
