Policy Analyst with Security Clearance


Job Description:
o Advise the SES-Level CMO Director, who is also the Head of Contracting Activity (HCA) and Senior Procurement Executive (SPE).
o Advise on DARPA procurement operations to ensure compliance with Federal statues, the FAR, and the DFARS.
o Review and analyze policy written by the Director of DPC, Undersecretary of Defense for R&E, OMB, and OFPP.
o Act as lead action officer for CMO by preparing leadership for meetings with outside entities, developing presentations, coordinating schedules and talking points, and drafting staff packages.
o Review all DIs, CMO Policy Letters, and CMO Procedures at least annually for necessary changes.
o Develop material for and support execution of multiple training conferences/summits to include, but not be limited to, the annual CMO offsite, the Tri-Service Contracting Summit, and the DARPA Business Conference.
o Develop material for and conduct acquisition workshops and training sessions.
o Develop and implement standardized templates and guides for use by DARPA offices.
o Assist with all external audits and performance management reviews conducted by, but not limited to, the DoD Office of Inspector General (IG), DPC, and Small Business Administration (SBA).
o Schedule and conduct post-award solicitation and contract reviews and report on trends or shortfalls which need to be addressed by CMO management.
o Assist with internal Procurement Management Reviews and Special Interest Reviews.
o Assist with the administration of the Contracting Officer Appointment program.
o Prepare responses to GAO, DoD IG and external agency ( e.
gSBA) audit reports.

Experience:
o Eight (8) years of experience demonstrating advanced contract knowledge and developing/implementing policy for R&D or systems-level contracting.
o Significant experience with procurement contracts, grants, cooperative agreements, and Other TransactionsEDUCATION:
o Bachelor's degree in any of the following fields:
accounting, business, finance, law, contracts, purchasing, or organization and management.
o Preferred:
Master's degree or equivalent in any of the following fields:
accounting, business, finance, law, contracts, purchasing, or organization and managementCERTIFICATION(S):
o DAWIA Level II certificationo Preferred:
DAWIA Level III (or equivalent) and/or Certified Professional Contracts Manager (CPCM) is highly desirableCLEARANCE LEVEL:
o Active Secret Security Clearance WORK ENVIRONMENT:
o Must be able to come into the office two days per pay period in accordance with CMO policy.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
