RESPONSIBILITIES Provide support services for the Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA), DoD Insider Threat Management and Analysis Center (DITMAC).
Provide support for the DITMAC in the area of countering InT, including subject matter expert (SME) level support for the DITMAC.
Assist in the development of an assessment capability to review DoD Component InT programs for compliance with national and DoD policies, minimum standards and other requirements and assist in the conduct of tailored, purposeful, and instructive assessments that measure not only compliance but effectiveness and efficiency and provide feedback and recommendations.
Communication, both written and oral including demonstrated negotiation/collaboration skills required as documented through a variety of experiences briefing and presenting issues to senior level leadership.
REQUIREMENTS Possess experience in the multi-functional disciplines of insider threat with demonstrated experience supporting an insider threat program or capability.
Subject Matter Expert level implementing DoD and the Defense Intelligence Enterprise information security policies and procedures as it relates to an insider threat program.
Subject Matter Expert level knowledge of PM documentation (e.
g.
Project Management Plan, Project Schedule, and Standard Operating Procedure).
Subject Matter Expert Level experience independently drafting, coordinating, and staffing actions within OSD, the Services, a 4th Estate Defense Agency or the Joint Staff.
Understanding of the DoD population through work experience directly supporting the military or DoD population.
Researching and providing analysis of DoD and Component policies and directives.
An understanding of the National Insider Threat Task Force Policies and Minimum Standards for Insider Threat Programs.
Exceptional oral and written communication skills.
Valid US Passport.
HIGHLY DESIRED EDUCATION, QUALIFICATIONS &
Experience:
Bachelor's degree in Program/Project Management, Business Management, or related discipline.
Expert:
Master's Degree in an area related to the labor category and twenty (20) years of experience conducting analysis with at least a portion of the experience within the last two (2) years.
Experience assessing DoD Component InT programs for compliance with national and DoD policies, minimum standards, and other requirements.
Current or prior DoD active- duty experience serving, supporting, and/or leading in a multi-functional insider threat discipline that directly supports an InT program.
Counter Insider Threat professional certification; Defense Intelligence Agency (DIA) Insider Threat Training and/or Center for Defense and Security Excellence Insider Threat Training Programs.
