ObjectiveResponsiveTrustedAs a critical member of the SPA's Homeland Security team, the Border Security Principal Systems Engineer will provide the development, oversight, and management of systems engineering resources and activities in support of border security mission clientsYou will lead teams across the range of systems engineering life-cycle tasks and be responsible for the quality of delivery of all services and work productsYou will work closely with Senior Management, Technical Staff, and Advisers in achieving client delivery objectives and identifying and advancing new business opportunities to expand SPA's portfolioResponsibilities Develop, oversee, and manage the delivery of System Engineering resources, activities, and expertise across systems engineering and acquisition lifecycles for all acquisition program levelsLead a diverse, multi-disciplinary workforce toward the planning, implementation, and execution of systems engineering activities to include:
o Requirements development and System Engineering Life Cycle (SELC) planning, technical reviews, and technical activities throughout program lifecyclesDeveloping models of systems processes, simulations, analyses, and reporting supporting program decisions and enterprise level strategic directives and initiatives.
o Preparation and presentation of authoritative advice and recommendations to a variety of audiences including scientific professionals, non-technical senior leadership, and equipment end usersOversight of Test and Evaluation (T&E) lifecycle processes and deliverables (including Operational T&E) and developing, advising, and testing new approaches and theories.
o Oversight of Integrated Logistics and Sustainment (L&S) lifecycle activities across policy, planning, implementation, assessments, workforce development, technical assistance, training, and asset management.
o Planning, tool development, and integration and generation of artifacts to expedite program and enterprise efforts.
o Generating and reviewing policy, process, and procedural documents to support efficient execution of tasks, provide input into agency wide-acquisitive policy, and support workforce developmentAssist the development, oversight, and execution of strategies to support the transition to Digital Engineering (DE) and Modeling and Simulation (M&S) in acquisitionsProvide expertise in support of federal IT and non-IT programs throughout the acquisition lifecycle framework activities and documentation requirements.
o Collaborate effectively with SPA management and resources, government clients, and related stakeholders to address project tasking, opportunities, issues, and challengesManage performance on contracts or tasks against funding levels and provide financial and technical reports for SPA and customersAs a senior member of the Team, serve as a Systems Engineering SME in support of cross company initiatives including projects in support of Navy, Office of Secretary of Defense (OSD), Defense Threat Reduction Agency (DTRA), and other DHS customersParticipate in strategic growth initiatives to include business development, capture, and proposal development activitiesThis will include support to SPA efforts to update and execute the company Border Security Market Campaign, as well as to participate as a SME and color team reviewer for cross-company proposal efforts that include Systems Engineering as a core requirementThe Border Security Principal Engineer will serve as the Group's Lead in SPA's Systems Engineering Community of Interest and the primary POC for the SPA Systems Engineering Technical FellowQualifications Required Qualifications:
o Ability to obtain a Secret clearance, DHS Suitability and a Customs and Border Protection (CBP) Background Investigationo Bachelor's degree with 8
years of demonstrated experience managing Systems Engineering project teams and programs for Level 1, 2, and 3 acquisitions with successful results.
o 5
years of experience providing acquisition management and systems engineering expertise (to include the Integrated Logistics and Sustainment (L&S) lifecycle) in a federal consulting environment (preferably at a DHS Component).
o Possessing a deep understanding of the DHS or DOD SELC and DHS Management Directive 102-01, DoD 5000, and Federal Acquisition Institute guidelines, and acquisition support for complex system acquisitions.
o 1
years of experience directly supporting DHS Customs and Border Protection (CBP) programs
Qualifications:
o Masters degree with Certified Systems Engineering Professional (CSEP) and 2
years of experience managing a systems engineering team for a large Level I or II DHS Program.
o Currently working with CBP with an active CBP Background Investigation / Suitability, Top Secret clearance preferred.
o Expertise in conducting oversight and governance of SELC and Acquisition Lifecycle methodologies, policies, processes, and systems - preferably at CBPDigital Engineering (DE) and Modeling and Simulation (M&S) experience in acquisitions.
