Summary:
The Department of Defense (DoD) Assessments, Monitoring & Evaluation (AM&E) project is a five-year effort to build a culture of AM&E and establish an AM&E program at each geographic combatant command (GCC) on behalf of the Deputy Assistant Secretary of Defense (DASD) Global Partnerships (GP) at DoD.
The project supports reform of institutional capacity building of partner nations' ministries of defense with a whole of government approach.

Summary:
The Program Manager (PM) will assume responsibility for overall management and functioning of task order activities.
This includes overseeing all aspects of contract performance for AM&E support activities such as identifying appropriate staffing levels, securing appropriate qualified staff, reporting on required deliverables, facilitating execution of QCPs, communicating challenges, and proposing solutions.
The PM will maintain consistent and open communication with the dispersed teams and Task Monitors (TMs) to identify challenges and opportunities for cross-learning and collaboration.
This is a hybrid role (remote, MSI office, and DASD GP), must be located in the National Capital Region (NCR).
Travel to the GCCs and/or Partner Nations may be required.
Responsibilities:
Monitor and present the status of hiring Subject Matter Experts.
Produce of monthly and quarterly reports consolidated from across the GCCs.
Provide comprehensive overviews highlighting the results of the AM&E efforts at the GCCs.
Provide situational awareness for the repercussions of decisions being made regarding the contractual and financial activities associated with the implementation of the contract.
Support the GCC AM&E PMs with Relationship Management through the development of proactive and effective COAs.
Manage team's expectations and have enough skills to engage with GCCs to ensure teams are in the right divisions, units, and branches.
Provide temporary technical and operational surge support to the GCCs when needed.
Support the GCC's learning and understanding AM&E and the various AM&E contracts and task orders.
Navigate the needs and interests and build enduring trust GCC stakeholders effectively.
Establish AM&E conditions for success at the GCC level through timely coordination and responsiveness to PM concerns at a specific GCC and across the GCCs.
Identify and communicate challenges related to the implementation of the AM&E contract clearly.
Develop effective COAs for DSCA and DASD-SC stakeholders.
Research and understand all elements of the system in which AM&E functions.
Provide recommendations for improving AM&E within the system.
Enable and support innovation at the OSD and GCC levels.

Qualifications:
Bachelor's degree in business administration, public policy, international affairs, or a related field is required.
Master's degree in business administration, public policy, or international affairs, is preferred.
Minimum 10 years of program or executive-level management experience with emphasis on project cost, schedule, performance, requirements management is required.
Experience managing geographically dispersed contracts at a GCC is required.
Experience leading multi-disciplinary teams of geographically distributed staff, including requirements gathering data, planning, record keeping, and ongoing program management.
Experience facilitating and navigating complex, at times conflicting working relationships across a diverse set of stakeholders.
Experience planning, designing, and implementing assessment, monitoring and evaluation in the security sector, is highly desired.
Understanding of organizational differences at the GCCs and how to adequately support them.
Knowledge and experience designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods, is highly desired.
Knowledge in organizational development tools and methods.
Experience working in the Armed Forces is preferred.
Ability to obtain a Secret Clearance is required.
Fluency in English is required.

The anticipated pay range for this position is $150,000 to $170,000 USD.
