Summary
The Associate Director of Regulatory Counsel is responsible for tracking and analyzing emerging and existing Federal and state laws, regulations and industry trends. This will include but is not limited to matters relating to state and federal regulation of retail service and, distribution systems.
Purpose and Mission
Track and analyze existing and emerging Federal and State laws, regulations and industry trends along with their potential impact on NRECA and its member co-ops. Devise and implement strategies aimed at favorably influencing such laws and trends.
Focus advocacy efforts on Dept. of Energy, the National Association of Regulatory Commissioners, and state senior regulators (e.g., public utility commissioners) and legislators.
Analyze how Federal and State activities may impact NRECA and its members, develop and implement strategies aimed at aligning such activities with co-op interests and objectives, and persuade senior Federal and State regulators and industry peers of the merits of these objectives.
Represent NRECA in governmental- and private sector-established industry stakeholder groups on issues that are important to NRECA members, such as privacy, consumer protection, and smart-grid.
Drive consensus positions and policies to support NRECA and its members' objectives.
Provide legal and regulatory advice and information to NRECA Board members, CEO, Vice Presidents, staff and members about changes to existing and new Federal and state laws and regulations and the potential impacts thereof.
Collaborate with other departments within NRECA on initiatives, products and strategies to insure they are consistent with NRECA and member positions and policies.
Review and advise staff on policy and legislative language in proposed congressional bills on issues such as consumer protection and smart-grid issues.
10% - 20% travel required
Requirements and Qualifications
Juris Doctorate
Minimum of 5 years experience in regulatory and /or policy work in the electric utility industry.
Strong analytic skills
Skilled at thinking strategically to achieve favorable advocacy outcomes and member outreach objectives
Skilled at writing clearly, concisely and persuasively on complex regulatory and policy subjects
Strong oral communication skills

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
