Summary
The Vice President, Technology, Engineering and Economic Analysis will support NRECA's mission, vision and the cooperative principles and values. This position will provide thought leadership to NRECA staff, membership and industry stakeholders on economic, engineering and technology issues.
Purpose and Mission
1. Oversees the management of the Cooperative Research Network (CRN), a collaborative of NRECA members, universities, national research laboratories, state and federal agencies and research firms. Provides advice and support to the Cooperative Research Council, the Management Advisory Groups and the Industry Advisory Group within the CRN advisory structure.
2. Consistently strives to create a tightly integrated, high-performing team by hiring and developing top talent, shaping long-range strategies, setting clear direction, inspiring innovation, and maintaining a healthy workplace. Serves as a member of the NRECA Senior Staff. Provides direct supervision to three divisions: Technology Development and Deployment, Energy and Power and Strategic Analysis. Prepares and manages the department budget to ensure that sufficient resources are made available to accomplish annual goals.
3. Provides advice and support to NRECA in the development of public policy positions and regulatory and legislative testimony with particular emphasis on the Federal Energy Regulatory Commission (FERC), the North American Electric Reliability Corporation (NERC), the National Institute of Standards and Technology (NIST), the US Department of Agriculture Rural Utilities Service (USDA RUS) and the Department of Energy (DOE), including economic, cost-benefit and statistical analysis. Ensures that departmental intitiatives are consistent with member and NRECA goals and objectives.
4. Develops and maintains strategic relationships with government agencies, electric utility industry representatives and trade and industry organizations, including standards development entities. Represents NRECA members'' interests on industry economics, technology development, standards setting, engineering, utility operations, and technology transfer. Serves as NRECA''s primary spokesperson on economics, engineering and technology trends and developments.
5. Proactively facilitates communications between the department''s technical, operational, economic and business specialists and NRECA members and staff to provide detailed technical information and analysis of the full spectrum of power generation, transmission, distribution, end use and market issues.
6. Communicates research results to electric cooperatives through a variety of existing and creatively developed channels and media to maximize technology transfer and strengthen support for the NRECA research and engineering activities. Prepares and presents formal presentations to large audiences at NRECA's regional and annual membership meetings, and other forums, on topics such as technology applications and trends, as well as NRECA's research and engineering programs and services.
7. Champions the objectives and operations of the NRECA Transmission and Distribution Engineering Committee. Ensures that department staff maintain strong working relationships with member systems through the NRECA standing committees, statewide association engineering and operations committees, and the Electric Staff Division of the Rural Utilities Service to ensure that engineering standards and technology applications meet the unique needs of electic cooperatives.
8. Ensures that the electric cooperative voice is heard by standards organizations such as the Institute of Electrical and Electronic Engineers (IEEE), the National Institute of Standards and Technology (NIST), the International Electrotechnical Commission (IEC), the National Electric Safety Code (NESC), the International Code Council (ICC) and the National Electrical Contractors Association (NECA).
9. Monitors the availability of government agency and foundation grants and guides the development of viable applications for funding to support the development and implementation of new technologies that will improve the performance of electric cooperatives in delivering safe, reliable and affordable electricity to their consumer members. Oversees project management and compliance with all grant requirements and objectives. Promotes and oversees the management of syndicated research projects among NRECA member systems.
10. Provides engineering and technical services support as needed to NRECA''s International Program.
Requirements and Qualifications

years of progressive management experience leading high-performing teams.
Bachelor's in Engineering/Engineering Economics with MBA required. Master's in Engineering/Engineering Economics or Bachelor's in Engineering/Engineering Economics with MBA highly preferred.
7
years of experience in project development and management.
Demonstrated ability to accomplish demanding goals in a matrix organization.
Skill in building strategic working partnerships with a variety of governance entities and allied organizations.
Technical knowledge of electric utility industry engineering, operations and power markets
Professional curiosity and engagement in emerging energy issues. Must have deep technical expertise and ability to provide thought leadership in Energy and Power.
Strong background at the intersection of technology, engineering and public policy.
Strong public speaking skills, for both conferences and possible congressional testimony.
The ability to translate technology and policy issues from the highest level to broad-based, non-technical audiences.
Ability to effectively interact with Cooperative Research Network partners including, laboratories, universities and cooperatives members.
Must be able to travel approximately 30%.
