Overview:
The Configuration Management Specialist should have the quality of implantation and oversight to verify that all systems perform as intended, identify and document in sufficient detail (technical manuals) all vehicle platforms and/or stationary configurations to support its projected life cycle. Perform operational objectives by contributing information and analysis to strategic plans and reviews; prepare and complete action plans; implement production, productivity, quality, and customer-service standards; identify and resolve problems; complete audits; determine system improvements; implement change. Under general supervision, manage specialized and technical functions, review and documentation of curriculum data bases. Provide technical writing support and objectives. Work with leadership team to develop and implement the health and safety strategy/initiatives, and safety action plan(s). Develop, implement, and improve training and education programs. Enhance health and safety leadership capabilities and decision making behaviors.
Primary
Responsibilities:
Define and implement Configuration Management (CM) process, policies, and procedures across a diverse set of applications and contractor teams. Define processes and tools for release and change Management.
Implement a Configuration Management (CM) systems engineering process for establishing and maintaining consistency of product performance, functional and physical attributes with its requirements, design and operational information.
Provide CM oversight to verify that systems perform as intended, identify and document, in sufficient detail, to support its projected life cycle. Facilitate orderly management of system information and system changes for such beneficial purposes as to revise capability; improve performance, reliability, or maintainability; extend life; reduce cost; reduce risk and liability; or correct defects.
Validate quality processes by establishing product specifications and quality attributes; measure production; document evidence; determine operational and performance qualification; write and update quality assurance procedures.
Maintain and improve product quality by completing product, company, system, compliance, and surveillance audits; investigate customer complaints; collaborate with other members of management to develop new product and engineering designs, and training methods.
Structure the quality department for optimal productivity and efficiency.
Plan, coordinate and direct the quality control program to ensure continuous production of products consistent with established standards
Ensure quality requirements are met and that corrective actions are identified and implemented.
Provide Technical Writing support objectives. Organize material and complete writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology.
Maintain records and files of work and revisions. Edit, standardize, or make changes to material prepared by other writers or establishment personnel.
Review published materials and recommend revisions or changes in scope, format, content, and methods of reproduction and binding
Implement a Health & Safety program.
Ensure that inspections and job hazard analyses are conducted and that corrective actions and/or Safe Work Method Statements are identified and implemented.
Ensure that all safety programs (lockout/tagout, hazard communication, hearing conservation, personal protective equipment, etc.) are fully implemented and in compliance.

Ensure appropriate risk assessments are conduced and follow-up implemented in each functional area to minimize or eliminate accidents, asset losses, security breaches and environmental issues that might cause harm to one of the company employees, contractors, visitors, assets, or reputation.

Supervisory
Responsibilities:
Lead responsibilities will be required when Special Projects personnel are allocated to support test cycles.
Education/Knowledge and/or
Experience:
BS/BA in a related discipline or advanced degree, where required, or equivalent combination of education and experience.
An Associate's degree or technical certificate in electrical engineering or a related field and three years experience as described above; or
BS/BA or equivalent combination of education and experience.
Experience working in the State Department preferred.
Five years technical and related experience in the field.
Contain a solid understanding of Configuration Management practices and principles.
Must be able to effectively manage simultaneous tasks on several projects with independent deadlines and deliverables.
Ability to interact with all levels of an organization in a professional, diplomatic, and tactful manner.
Must have hands on CM experience in varied complex applications and database architectures.
Effective oral and written communication to stakeholders, project team and program personnel.
Proficient with Microsoft Suite of products including, Word, Excel, Access and Outlook.
Ability to demonstrate a good attitude and ability to work as a member of a team.
Position requires self-motivation and the ability to work effectively under a minimum of supervision.
Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.
Certificates, Licenses, Registrations:
Certification may be required in some areas.
Security Clearance:
TOP SECRET Clearance Level Required
Must have a current US Government TOP SECRET Personnel Security Clearance
Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
Must be a U.S. Citizen.
Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.
Physical Demands:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds_._
Travel: Overseas travel may be necessary depending upon the mission requirement. Domestic travel may be required for training and coordination.
Work Environment: Domestic travel may be required for training and program coordination. Limited travel Overseas to High Threat Posts to support Quality Assurance programs and initiatives.
Living Environment: Lodging, meals, medical and basic life support services will be provided while in a theater of operations , as well as the prevailing per diem rate for incidental expenses (I&E;).
Work Location: The stateside work location will be in DOS Annexes in Arlington and/or Springfield, VA. The location of high-risk environments will be disclosed upon interview.
