Schafer Corporation has a requirement for a Cyber Centric Mission Support Project Manager in support of the Department of Homeland Security, National Protection and programs Directorate (DHS, NPPD). The location of work will be in the Washington, D.C. metro area. The Project Manager will have a background in high-level analysis and technical knowledge/experience in cyber security relevant to the mission of DHS, NPPD. Additionally, the Project Manager shall act as the Site Lead and Project Manager (PM) assessing and providing overall program management support to ensure that program objectives are met in a timely and efficient manner. Moreover, the PM shall be the primary point of contact to ensure effective project management, direction, administration, quality assurance and control of the contract. Lastly, the PM will work under the general direction of senior level Government on all phases of performance monitoring, including contract management, project/task order management, coordination of resource needs, coordination with corporate resources and management; the PM also has direct accountability for the technical correctness, timeliness and quality of deliverables at NPPD.
Develops and maintains Business Architecture documents, policy, and procedures.
Serves as technical and programmatic liaison to the Government with the authority to commit company resources as necessary to ensure efficient and timely program execution.
Provides proactive support to the identification and mitigation of potential risks related to cost, schedule and technical performance.
Create a culture emphasizing profitable growth, cost-effective innovation, continuous improvement, aggressive risk management, and effective staff development that leads to delivering cyber services/solutions that enable customers to accomplish their missions.
Supports the development and updates to procurement documentation.
Attends meetings and prepare reports and presentations, as required.
Organizes, plans, schedules, implements, controls, analyzes, and reports on all elements of the Contract.
Presents and discusses the status of Contract activities, requirements, and any issues during program reviews and in response to requests from the Government.
Maintains a record of all documents created during the period of performance.
A Bachelor's degree in computer science or highly analytical field, e.g. math, systems engineering, physics; advanced degree strongly desired.
A Top Secret, Sensitive Compartmented Information Clearance (TS/SCI)
A Project Management Professional (PMP) certification.
Working knowledge of current cyber security policies, concepts, practices, and technologies including IP and serial data communications, web application security, enterprise IT infrastructure, micro/mainframes computer systems, and information security management systems.
10-12 years direct relevant experience performing complex project management work for all phases of a technology modernization program; wireless communications technology domain expertise strongly desired.
Record of success managing technical resources, quality assurance, scheduling, cost, budget, and financial controls in a multi-task orders and large team environment.
Experience in quality management and integrated master plan development.
Proven leadership and executive consultation in support of complex modernization programs.
Extensive experience in management, oversight and leadership of a small team.
Strong analysis capabilities with a sense of service and customer relations.


Qualifications:
Prior Cyber related PM experience within DHS.
CISSP/CISM
Experience in interagency and public-private partnerships
Experience in developing risk management strategies
