Sr. Financial Analyst/Programmer

The Office of the Chief of Naval Operations (CNO), Air Warfare Division, Multi-Mission Aircraft and Programs Branch (OPNAV N980M), Programming and Budgeting Branch (OPNAV N98C), and Policy, Plans and Operations (including JCIDS) Branch (OPNAV N98G); defines, develops, and funds Aircraft requirements. KBRwyle provides support to CNO staff and other organizations working in association with aviation requirements. As the senior Financial Analyst, the successful candidate will support the Programming and Budgeting Section Head, Deputy Section Head and Requirements Officers.
The selected candidate will:
Analyze and assist in developing, programming and balancing the Director, Air Warfare annual budget to maintain Total Obligational Authority (TOA) within fiscal constraints while maintaining operational priorities
Provide direct analysis to N98B on matters relating to both current and historical N98 funding decisions, taking into account actions and decisions from previous budget cycles assessing the respective impacts to the current POM build
Assess End of Month Closing Repots for all appropriations for fiscal risk. Provide an assessment risk and develop reprogramming actions to address unfunded requirements and prevent under-execution
Analyze offset strategies with proposed programmatic reductions for Sponsor Program Proposal (SPP) balance options
Verify, validate, assess, and assist in the prioritization of warfighting and fiscal risk during the POM development/build
Asses cost, schedule, and performance of programs in support of both execution concerns and also during SPP development
Provide detailed PBIS data pulls as required, formatted to best deliver the requested information
Attend annual Program Requirements Reviews (PRR) in preparation of the Director's SPP
Provide analysis and support during the development of budgetary guidance and exhibits to prepare the Director to defend his budget submission to the CNO and the Secretariat
Enter and update PBIS information, with Government oversight and approval, on the basis of maintain a balanced N98 portfolio with regard to execution-year, budget-year, and future years budgetary cycles, in order to maintain accurate visibility and balanced TOA
Construct and provide budget-based reports and briefings related to the PPBE process and N98's fiscal responsibilities in that process
Assist with development of Flag and SES-level presentations to include crafting defensible strategies and considering alternative solutions to the 30-year Aviation Plan
Review strategic guidance and applicable Warning Orders on the basis of technical and factual accuracy and N98 compliance with all budgetary guidance and regulations
Assess the Budget Exhibits prepared for all program within the N98 portfolio
Assess funding profiles of each program as they come up for milestone, DAB, R3B, etc.
Education/Experience: A total of thirteen (13) years' of experience is required, of that the following experience is also required:
Seven (7) years' experience in PPBE and POM Development at senior levels balancing Resources and Requirements in order to assist with developing a defendable investment strategy
Seven (7) years' experience in reviewing, analyzing, and assessing fiscal risk associated with aviation program execution, obligation, and expenditure rates
Seven (7) years' experience obtaining and analyzing PBIS budget data for specific programs and at the appropriations level, including conducting trend analysis
Seven (7) years' experience analyzing United States Naval Aviation specific programs demonstrating an understanding of the Naval Aviation Enterprise as well as the ability to provide programmatic recommendations and accurate histrionics
Three (3) years' Echelon 1 PPBE programming experience
Experience within the last year interfacing with PEO and PMA/PMW BFM, SYSCOM Budget Directors/Comptrollers and FMB budget analysts/comptrollers
Experience within the last year of developing budget balancing strategy including assessing the prioritization of unfunded issues and the analysis of acceptable offsets
Demonstrated knowledge of DoN Aviation programs and sub-programs and participation in asset prioritization and balancing meetings
Demonstrated depth of knowledge of the operational and fiscal interactions of DoN Aviation programs with non-aviation programs ensuring a balanced and executable portfolio
Demonstrated ability and experience identifying areas of fiscal risk based on factors such as program execution rates, line capacity, program maturity and relative importance to the aviation portfolio
Demonstrated depth of knowledge concerning Blue-In-Support-Of-Green (BISOG) programs and issues
Expert knowledge of PBIS data and queries:
Ability to develop specialized queries
Program input and output requests to generate issues
Subject Matter Expert on the input of issues
Education/Experience is a contract requirement.
Knowledge, Skills and Abilities:
The following are desired:
Minimum Three (3) years operational fleet experience
Knowledge of naval aviation (USN and/or USMC) programs missions and challenges
Working experience, knowledge, and understanding of the PPBE process
Completed (PPBE) Planning, Programming, Budgeting & Execution Class Overview
And/or, actual working experience within the PPBE process
And/or, actual working experience with POM development
Writing and developing of POM issues and POM briefs
Oral and written skills; Program Reviews

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
