PTL Deputy Program Lead - PTS

Overview:
The Personnel Tracking & Locator (PTL) Deputy Program Lead assists the PTL Program Lead in overseeing and leading a staff of engineers, project managers, material management and technical personnel, domestic and abroad. The PTL Deputy Program Lead will be required to travel TDY to U.S. Embassies in critical threat locations around the world. The PTL Deputy Program Lead must be well versed in technical statements of work and exercise good judgment in utilizing the necessary authority to properly manage and execute the contract. The PTL Deputy Program Lead will ensure responsiveness to government requirements and timely completion of task order milestones as well as identify and projects current and future requirements in order to ensure consistent operation and availability of PTL systems. The PTL Deputy Program Lead will report the operational and maintenance status of Government owned and operated PTL hardware, software, spares and repair parts and identify replenishment requirements and recommend upgrades and/or enhancements to maximize effectiveness and functionality of the PTL program.
Primary Responsibilities:
Responsible to the Contracting Officer, Contracting Officer Representative, and Government Technical Monitors for contract personnel and delivery of project tasks. Control project plans to ensure program objectives are met; coordinates and integrates project activities; manages, leads and administers project resources, takes corrective action when problems arise; participates in phase, milestone and final project reviews and monitors the quality assurance process.
Supervisory Responsibilities:
Supervisory responsibilities associated with this position include supervision of professional, technical, and labor staff in support of the project.
Education and/or Experience:
Bachelor?s Degree required. Master?s Degree plus ten (10) years professional work experience in a military or government environment is preferred.
Certification (or work toward certification) as a Project Management Professional (PMP) is preferred.
Knowledge, Skills, and Abilities:
Must demonstrate exceptional expertise in the technical aspects of practical and sustainable life-safety programs for designated regions abroad.
Must be familiar with U.S. and host country laws, regulations and policies governing the implementation of PTL and coordination of with all associated departments, agencies, private contractors and organizations mandated with national security.
Position requires self-motivation and the ability to work effectively under minimal supervision.
Must demonstrate the ability to interact with all levels of an organization in a professional, diplomatic, and tactful manner.
Must demonstrate a good attitude and ability to work as a member of a cohesive team.
Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have strong attention to detail.
Must possess excellent writing and verbal skills.
Must be proficient with Microsoft Windows operating systems and office automation software (e.g., Microsoft Office, SharePoint).
Physical Demands:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.
Travel:
May be required to travel OCONUS to conduct installation, training or maintenance at diplomatic facilities. OCONUS travel may include critical threat locations around the world with austere living conditions. Domestic travel may be required for training and program coordination.
Work Environment:
Full-time, 40+ hour week while Domestic. Overseas travel is usually under hazardous conditions when deployed in a theater of operations. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 ? Danger Pay Allowance, and performing in a location determined a hazardous duty area are eligible to receive uplift pay over basic compensation.
Living Environment: When deployed overseas lodging, meals, medical and basic life support services will be provided while in a theater of operations, as well as the prevailing per diem rate for incidental expenses (I&E;).
Work Location:
The stateside work location will be in Sterling, VA and DOS Annexes in Arlington and/or Springfield, VA. The location of high-risk environments will be disclosed upon interview.
Citizenship/Security Clearance/Passport: The candidate must be a US citizen and possess an active TOP SECRET security clearance with immediate eligibility to be granted access to sensitive compartmented information (SCI). Must be eligible for and able to obtain and maintain required Security Clearance/access approvals; and must be able to obtain and maintain a US passport.
Medical Clearance:
Must be able to obtain / maintain a DoS Class 1 medical clearance.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
