Senior Program Analyst - Strategic Relations Support for Chemical Biological Defense Programs

Duties and Responsibilities:
The candidate will be a Subject Matter Expert for Chemical, Biological, Radiological and Nuclear (CBRN) defense capabilities to support the integration of Defense Department CBRN efforts related to science & technology, advanced development, test and evaluation, and programming and budgeting. The requirement supports the Office of the Deputy Assistant Secretary of Defense, Nuclear, Chemical and Biological Programs, Chemical and Biological Defense Programs (ODASD NCB/CBD).
The position supports the highest-level officers within the Department of Defense who shape the CBRN strategy and revise it over time, with execution for tactical decisions in support of carrying out the strategy.
The Senior Program Analyst will develop and propose solutions to critical problems by creating metrics-based actionable strategies, implementation guidance, and oversight plans to enable the government to continuously monitor international cooperation and activities. The individual will assist OASD(NCB/CB) consolidate and coordinate policy or technical positions of the Military Services, Defense Agencies, Joint Staff, Commanders of the Combatant Commands, Intelligence Community, and other US governmental agencies on CBRN international and/or interagency matters.
The Senior Program Analyst will provide technical and professional expertise and advise in the development of read-ahead, point papers, issue papers, and staffing packages to ensure ODASD (NCB/CB) awareness of significant, relevant, and related issues supporting international and interagency efforts.
The individual will develop and maintain a coordinated NCB/CBD Strategy for international engagement. They will support and coordinate NCB/CBD staffing and oversight of International Agreements, e.g., Memoranda of Understanding, Memoranda of Agreement, Project Agreements, Equipment and Material Transfers, Foreign Military Sales. Provide technical expertise, analysis, and advise on the use of, and distinctions between, such agreements. They will also provide International and Interagency Strategic Relations expertise to the other sections of OASD(NCB/CB) as required.
This position requires strong strategic relations skills, attention to detail, positive professional attitude, and ability to work in a team environment. Requires the ability to communicate well orally and in writing, particularly in the preparation of technical documents and briefings. Requires the ability to use, with ease, common office software, including word processors, spreadsheets, presentation and Microsoft (MS) word, MS excel, and MS PowerPoint.
Work location is in Arlington, VA. Occasional travel may be required both within and outside of the National Capitol Region.
Required Qualifications:
Bachelors? Degree
Active TS SCI clearance
Minimum of ten years? experience within one of the components of the Chemical and Biological Defense Program or with an interagency equivalent, two years OSD level experience preferred.
Ability to serve as an action officer for a project manager (schedule meetings, prepare meeting notes and archival documents, tracking deliverables and expenditures, and keeping active logs of technical contacts.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
