Chemonics seeks a fulfillment specialist to support the USAID Global Health Supply Chain Program - Procurement and Supply Management project. GHSC-PSM is a five-year, multi-billion dollar project funded by United States Agency for International Development (USAID) that consolidates the procurement and assistance components of the USAID DELIVER and USAID Supply Chain Management Systems (SCMS) programs. The project is the primary vehicle through which USAID procures and provides health commodities to partner countries and assistance to improve countries? management of health supply chains. To support global health initiatives in HIV/AIDS, malaria, maternal and child health, and reproductive health, the project has three primary objectives: global commodity procurement and logistics, systems strengthening to support in-country supply chain management, and collaboration via strategic engagement to improve long-term global supply of health commodities. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
The fulfillment specialist ensures requisition orders are delivered to clients in a timely fashion. This includes: obtaining approval from USAID and Chemonics to purchase health commodities, issuing distribution orders to GHSC-PSM?s regional distribution centers, issuing purchase orders to suppliers, and tracking delivery of orders to consignee destinations.
Principal Duties and Responsibilities (Essential Functions)

+ Understand Chemonics, USAID and Quality Assurance Contractors? requirements for approving health commodity purchases and shipments.
+ Obtains approval for distribution and purchase orders.
+ Places distribution orders with GHSC-PSM regional distribution centers.
+ Creates and sends approved purchase orders to suppliers.
+ Ensures that procurement is carried out in accordance with contractual requirements.
+ In collaboration with Deliver/Return team and country offices, tracks movement of shipments from supplier to destination.
+ Liaises with Quality Assurance team to ensure that health products meet appropriate quality standards.
+ Provides short term technical assistance and/or capacity building to field offices, as necessary.

+ Minimum 3 years or greater of experience with purchase orders, order fulfillment, delivery of pharmaceuticals and medical products or technically relevant work experience in the areas of general procurement, supply chain, and/or distribution knowledge considered.
+ Bachelor?s degree in supply chain management or a relevant field preferred; seven or more years of related experience in order fulfillment in lieu of Bachelor?s degree considered.
+ Solid understanding of USAID and related Federal Acquisition Rules preferred; willingness to train on FAR and AIDAR procurement clauses considered.
+ CIPS, CPSM, or other relevant procurement certification preferred; interest in obtaining procurement certification considered.
+ Experience living or working in developing countries preferred.
+ Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
+ Strong knowledge of MS Office applications.
+ Ability to work both independently and as part of a team.
+ Demonstrated integrity, independent thinking, judgment, and respect for others.
+ Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments preferred yet not required for this opening.
+ Foreign language fluency desired.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
