JOB TITLE: Navy Senior Program Analyst - Assistant Pre-Milestone A Coordinator
The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs.
This position provides support services to the CNO Air Warfare Division, Maritime branch (OPNAV N980M). Major responsibilities include serving as the the OPNAV (N98) DoD Architectural Framework (DoDAF) 2.0 and DoD Requirements Management Qualification Training (RMQT) Subject Matter Expertise (SME) to facilitate requirements analysis and JCIDS processes.
Provide DODAF 2.0+ and RQMT analyses and JCIDS support to OPNAV N980M to include the following tasks:
Use government furnished information from OPNAV N98 staff and others, to capture the capabilities of DoD weapons systems in the form of relevant/tailored DODAF 2.0+ views that must accompany and support OPNAV (N98) JCIDS documents
Determine appropriate level of training each OPNAV N98 member requires, direct/schedule each OPNAV N98 member for requisite training, and track the training status of each OPNAV N98 active duty, government civilian and contractor. Provide weekly summary of above to OPNAV N98
Serve as a SME to N98 personnel regarding Capability Requirements (CR), DODAF, JCIDS and Defense Acquisition documentation processes
Maintain master file/database of all OPNAV (N98) JCIDS documentation and current status
Develop training material such as briefs, guidebooks, writing guides, and one-on-one/one-on-many procedural and best-practices training sessions for DoDAF and RMQT for OPNAV (N98) staff and others
Provide periodic status report on JCIDS documents that are in staffing
Serve as a resource to OPNAV (N98) staff on JCIDS and requirements documentation matters
Security Clearance: Top Secret
Minimum 3 years operational fleet experience
Engineering or business Bachelor's degree
Two years of DOD Program Office acquisition experience
Knowledge of naval aviation (USN and/or USMC) programs missions and challenges
Knowledge and understanding of the JCIDS process and requirements development
Completed the Program Budget Information System (PBIS) Overview course and/or at least 6 months of PBIS user experience within the last 2 years
Familiarity with OPNAV organizational structure, mission and roles
Experience in the development of high level briefs, instructions and policy memos
Familiarity with the OPNAV TV5 tasker system
Expertise in the use of MS Office Suite and Adobe Acrobat
TOP SECRET clearance
Completed DAU Course RQM 110 and CLR 101 or will be complete within the first month of Task Order execution, and/or, received Requirements Management Level A and B certification within 6 months onboard, following completion of RQM 110 and CLR 101 or, 2 years of actual work experience with JCIDS documents and process
Possess experience related to the use and management of relevant databases including Program Budget Information System (PBIS) Web, PBIS Database, Resource Allocation Model (Dualie Generator), Congressional Information Management System (CIMS)
7 years' experience analyzing inputs for, reviewing, drafting, and/or staffing OPNAV requirements documents and supporting documentation (Journeyman DoDAF architect who can create DODAF 2.0 views using specialized DoDAF software tools preferred)

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
