Proposal Center Manager - 1824

This position reports to Millennium's Vice President, Corporate Development and the successful candidate is responsible for leading proposal development and delivery essential to Millennium's business growth in the aerospace engineering industry. The successful applicant will lead and manage day to day operations of Millennium's Proposal Center, located in Arlington, VA. This includes leading development of Government proposals and facilitating the proposal process for specific clients/sponsors including budget and pricing development, proposal writing, review, contract negotiations, and client presentations. The specific job responsibilities will fall into all areas of business development with emphasis on proposal development, review, production, delivery, and transition. The successful candidate will be expected to demonstrate excellent communication skills, both verbal and written, as well as excellent relational/soft skills.
Job Responsibilities:
Proposal Center Management, Proposal Development:
Lead the overall development of government proposals including shaping of the proposal strategy, identification of the proposal team, conduct of proposal activities, review of the proposal, and overall implementation of the Millennium proposal lifecycle
Review proposals as required and ensure compliance with RFP requirements. Maintain list of qualified and experienced proposal review team leads and participants, and work with capture team to establish independent review teams.
Partner with proposal coordinators to format, produce, and deliver proposals, as required
Plan, execute, and recover from proposal review, including traditional color team review leadership and facilitation
Support other Prime's proposal efforts, as needed, with technical inputs, reviews, resumes and past performance write-ups (as a subcontractor teammate)
Provide guidance and leadership in development of a budget and price estimates using standard models.
Develop project plans; define roles and responsibilities and the scope of work for each project with input from sponsors, project leaders, and functional groups.
Track and report on the status of proposal components.
Establish and maintain on-going client relationships with the various parties to anticipate and resolve potential problems.
Lead resources in all facets of proposal development and delivery
Proposal Review and Improvement Process:
Perfect and maintain process for independent proposal review and improvement
Maintain list of proposal review team leads and subject matter experts
Partner with proposal managers to establish independent review (color) team leadership and membership
Schedule review teams and maintain artifacts of review team outputs.
Communications:
Leads corporate communication efforts including internal and external communication. Leads strategy and implementation for web-based content, use of social media, and existing/new internal communication methods.
Develop and publish specific marketing material highlighting and communicating Millennium's capabilities across customers, product lines, and locations
Identify and implement targeted marketing strategies and campaigns focused on customers, locations, products lines, and core competencies
Periodically review and update specific material, as needed
Requirements
8+ years' experience in US Government business/proposal development, with emphasis on the Aerospace Engineering industry
Ability to influence and persuade to achieve desired outcomes.
Strong analytical, problem solving, and negotiation skills.
Excellent oral and written communication skills.
Willingness to travel (some travel will be required).
Excellent organizational, planning, and prioritization skills; excellent interpersonal skills.
Experience with proposal budgeting processes.
Proficiency with Microsoft products, specifically Word, PowerPoint, Excel, Project, and SharePoint.
Education
Bachelor's degree from an accredited University required

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
