This position is located in the Office of Legislative and Public Affairs (OLPA). OLPA communicates information about the activities, programs, research results and policies of the National Science Foundation (NSF) by employing a variety of tools and techniques to engage the general public and selected audiences including Congress, the news media, state and local governments, other Federal agencies, and the research and education communities.
### Duties
The work of this position is centered on directing the congressional relations staff, providing management and oversight of Congressional reporting and outreach processes, providing expert advice regarding interactions with Congress and the Administration (including other federal agencies) and with international governmental science funding organizations.
Duties include:
Serving as the immediate supervisor of the congressional relations staff.
Responsible for creating and maintaining relationships in Congress.
Overseeing NSF?s participation in hearings and associated testimony development.
Monitoring actions of Congressional committees, including the authorizations and appropriations committees related to NSF interests.
Overseeing analysis, development, and preparation of material for the NSF Director and key NSF officials on budgetary, programmatic, and legislative developments important to NSF, the NSB, and the science research and education communities.
Managing processes and engages with NSF leaders in ensuring the timely delivery of Congressional reports and response to requests from Congress and the Administration.
Managing issues analysis and development of recommendations for NSF?s positions on appropriations and authorizing legislation before Congress.
Coordinating legislative and other public outreach strategies with colleagues in other federal science funding agencies, and with OSTP and the White House, as well as the scientific community.
Developing and implementing strategic, long-term, and short-term program plans.

### Qualifications
To qualify for this position you must have at least one year of specialized experience equivalent to the GS-14 level in federal service. Examples of specialized experience include:
Overseeing the analysis, development, and preparation of material for senior officials on legislative developments impacting the scientific community;
Providing management and oversight of Congressional reporting activities on federal scientific research topics;
Forging partnerships at the National level with the science and engineering research communities; and
Developing and implementing a scientific legislative affairs program.
Additionally, in order to meet minimum qualifications, applicants must also identify in their resume experience which demonstrates that the candidate meets the following selective factor. Candidates who do not show such experience on their resume will no longer receive consideration for the position.
Selective Factor: I have experience on Capitol Hill working with stakeholders at the Federal level to address a scientific agenda during the legislative process.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
