Chemonics seeks a non-field office client relations supervisor to support our Procurement and Supply Management project. Procurement and Supply Management (PSM), is a 5-year, multi-billion dollar United States Agency for International Development (USAID) funded project. It will consolidate the procurement and assistance components of the current USAID DELIVER and USAID Supply Chain Management System (SCMS) programs and will be the primary vehicle through which USAID will procure and provide health commodities to partner countries and provide assistance to improve countries? management of the supply chains for such commodities. To support global health initiatives in HIV/AIDS, malaria, maternal and child health, and reproductive health, the project has three primary objectives: global commodity procurement and logistics, systems strengthening to support in-country supply chain management, and collaboration via strategic engagement to improve long-term global supply of health commodities.The non-field office (NFO) client relations supervisor, manages requests for product sourcing and procurement services from USAID and non-USAID clients in countries where GHSC-PSM does not have an office.
+ Supervise team of Client Relations Specialists, including establishment of performance goals and career development plans.
+ Establish NFO country profiles and customized protocols for requisition orders and product importation, in collaboration with Fulfillment and Deliver/Return teams.
+ Implement and refine policies, procedures, work instructions and guidance documents related to the Customer Service function in GSC.
+ Maintain staffing capacity to process a wide range of health commodity requisition orders (ROs), ensuring technical expertise is available to efficiently process ROs for all Task Orders.
+ Coordinate processing of ROs for all Task Orders, including order entry (as needed), preliminary RO validation, determination of fulfillment channel, prioritization and acceleration urgent and emergency ROs, execution of signed final ROs and handoff of ROs to Sourcing & Contracts and Fulfillment.
+ Continuously identify emergency, or critical ROs that require management intervention, collaborating with USAID, Country Programs and suppliers as required.
+ Ensure visibility of RO status for all Task Orders to internal and external stakeholders, including USAID, GHSC-PSM Country Programs and GSC teams.
+ Collaborate with Sourcing & Contracts and Fulfillment teams to achieve target cycle time metrics goals for RO validation, sourcing, and purchase order or distribution order placement.
+ Implement customer service strategy, in collaboration with USAID, GHSC-PSM functional leaders and GSC teams.
+ Collaborate with GHSC-PSM Quality Assurance/Quality Control team regarding quality control requirements for ROs.
+ Implement customer performance scorecards for GHSC-PSM?s clients, measuring order lead time and responsiveness. Provide feedback to USAID, Managing Directors and Country Managers on customer performance metrics.
+ Support continuous improvement of GSC business processes.
+ Provide short term technical assistance and/or capacity building to field offices, as necessary.
+ Perform other duties as required.
+ Minimum 6 years of procurement, supply chain, and/or technically relevant work experience is holding a MS/MA/MB.
+ Minimum 8 years of procurement, supply chain, and/or technically relevant work experience if holding a BS/BA.
+ Solid understanding of USAID and other Federal Acquisition Rules and Regulations.
+ Experience living or working in developing countries preferred.
+ Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments.
+ Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
+ Strong knowledge of MS Office applications.
+ Ability to work both independently and as part of a team.
+ Demonstrated integrity, independent thinking, judgment, and respect for others.
+ Foreign language fluency desired.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
