Manager - Public, Finance, Management Unit

Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking a Manager for a position in our Arlington, VA offices (located at Courthouse Metro on the Orange Line). This opening is in our Public Finance Management practice, focusing on providing financial, procurement and grant management services to various donors and foreign governments, and building their institutional capacity in public finance and procurement.
Responsibilities for this position include the following:
> Project Management: Multiple project planning and management; develop and monitor project budgets; manage the performance of project teams; develop and maintain strong relationships with clients and project teams; and ensure project teams comply with contractual obligations;
> Proposal Development: proactively identify new opportunities, conduct research and gather information; identify appropriate staff and consultants; manage the proposal development process; and write sections of proposals; and
> Technical Assignments: provide technical assistance in public procurement and financial management; conduct assessments of institutional capacity; and review deliverables.
This ideal candidate will be a highly motivated, organized, and detail oriented individual who has a passion for improving peoples' lives and an eagerness to learn all aspects of international development consulting.
Basic Qualifications:
> MBA, or advanced degree in public administration, procurement or relevant field required
> 7+ years of experience in business development, and project planning and management including prior operational experience in developing countries. Prior experience required in business development and management of USAID and/or MCC funded projects
> Strong skills in public procurement. Knowledge of financial management would be a plus
> Excellent verbal and written communication skills including the ability to work with high level of government and donor officials, partners and technical experts, and ability to present information in an effective manner.
> Demonstrated ability to work in a team of multi-cultural environment and in client-relationship management and partner coordination
> Fluency in English; and proficiency in French is must
> Proficiency with MS Word, Excel, PowerPoint, Project and Outlook required
> Able to undertake significant travel responsibilities outside the U.S. (at least 30%)

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
