Proposal Manager/Senior Proposal Manager

Cardno is seeking a Proposal Manager/Senior Proposal Manager in our Arlington, Virginia office.
The Proposal Manager plays an integral role in the business development life cycle ? from initial capture and preproposal positioning throughout the proposal and final award. The Proposal Manager has the responsibility for overseeing the development and delivery of a compliant, high quality response. As a member of the Business Development Team supporting proposals to the US Agency for International Development, Millennium Challenge Corporation, and other donors, the incumbent also will participate in activities that continue to improve the team's capabilities and the firm's business development processes and resources.
Responsibilities include but are not limited to:
> Serve as Proposal Manager, Writer or Integrator on particular proposals across a variety of technical areas
> Develop and/or oversee development of proposal schedules, compliance matrix's, contacts lists and other proposal tools
> Lead proposal meetings and reviews throughout the proposal development process, including facilitation of solution and strategy sessions
> Contribute to or lead proposal content; i.e. management, staffing, personnel, institutional capacity, and past performance sections; and/or provide direction to others drafting content, including recommending examples to meet RFP specifications
> Provide oversight in the compilation of partner materials to ensure the submissions are accurate, complete and received on time; including, communicating with partners to finalize NDAs, Scopes of Work, and coordinate and align proposed roles with technical, pricing and contract leads
> Oversee production and review all proposal content to ensure quality and consistency and conduct final RFP compliance review
> Lead or participate in internal lessons learned meetings and recommend process improvements as appropriate
> Train and mentor staff on business development and proposal best practices Participate in pre-RFP capture efforts, including collecting and organizing capture plan documentation, facilitating and leading capture strategy sessions, and participating in in-country capture efforts as needed
> Work in collaboration with BD team to make adapt tools and processes to make proposal development more efficient
> Participate in selected Client Services team meetings to discuss forthcoming opportunities
> Other duties as assigned
RequirementsBasic qualifications:
> Master's degree in Business, International Development or related field, or Bachelor's and 5 years of relevant experience
> Licenses and Certifications ? APMP, Shipley, or PMP Certification a plus
Knowledge, Skills, and Abilities:
> Demonstrated experience in all aspects of proposal development
> Demonstrated leadership and organizational skills
> Ability to work harmoniously in high pressure situations
> Demonstrated experience managing opportunity-specific teams
> Excellent oral and written communication skills
> Demonstrated ability to write proposals
> Proficiency in the English language required and a foreign language desirable
> Experience working with international programs and understanding of project management in developing countries
> Demonstrated knowledge and understanding of major international donor regulations specifically, USAID, DFID, MCC and other donor agencies
> Experience with task orders and IQCs (Indefinite Quantity Contracts)/IDIQs (Indefinite
Delivery/Indefinite Quality)
> Must possess a diplomatic disposition to effectively interact with internal proposal staff members and external partners at all levels
> Proficiency with MS Word, Excel, PowerPoint, Outlook, and Sharepoint required; experience with Contact Management Systems desired.
Experience:
> Five (5) years to Ten (10) years of grant and contract proposal management and proposal writing experience with at least five (5) years of experience in proposal development in a federal government contracting (preferably USAID).
> Preference for candidates with experience working on one or more of the following development
topics: health, public finance, economic growth, agriculture, governance, infrastructure, climate
change, and/or social and environmental impact.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
