Chemonics seeks a laboratory director to support our Procurement and Supply Management project. Procurement and Supply Management (PSM) is a five-year, multi-billion dollar project funded by United States Agency for International Development (USAID) that will consolidate the procurement and assistance components of the current USAID DELIVER and USAID Supply Chain Management Systems (SCMS) programs. The project will be the primary vehicle through which USAID will procure and provide health commodities to partner countries and provide assistance to improve countries? management of the health supply chains for such commodities. To support global health initiatives in HIV/AIDS, malaria, maternal and child health, and reproductive health, the project has three primary objectives: global commodity procurement and logistics, systems strengthening to support in-country supply chain management, and collaboration via strategic engagement to improve long-term global supply of health commodities. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The laboratory director will promote and support implementation of lab harmonization, quality assurance, and quantification efforts, using PSM and other legacy tools. She/he will support country level quantification and supply planning, assessments, evaluations, development of lab referral systems, and instrument optimization and maintenance support. The position will also assist countries in improving national supply chains for the management of laboratory reagents and consumables, to support HIV/AIDS care and treatment, and other programs. Additionally, the director may participate in global laboratory technical working group meetings and international conferences to promote international best practices in laboratory logistics. Responsibilities:
+ Overall responsibility for ensuring that PSM technical assistance builds country capacity to ensure access to quality laboratory commodities
+ Participate in the USAID laboratory logistics Technical Working Group (TWG), and other working groups, as appropriate
+ Represent PSM at international meetings and on expert committees
+ As needed, provide technical assistance to country office staff and governments and other country stakeholders, in the following PSM laboratory -related activities:
+ Quantification (forecasting and supply planning);
+ Local procurement of commodities;
+ Product selection;
+ Importation;
+ Warehousing;
+ Distribution;
+ QA;
+ Equipment maintenance;
+ M&E.
+ Support countries in the design, operation, and monitoring and evaluation of supply chains responsible for the provision of laboratory commodities
+ Establish PSM laboratory supply chain standards and methodologies
+ Collect information on innovations, best practices, and positive outcomes in laboratory logistics systems strengthening
+ Contribute to or write PSM reports, articles and technical documents
+ Supervise Laboratory Managers
+ Respond to ad hoc requests from USAID/Washington
+ Serve as the lead PSM point of contact for the ForLAB quantification tool, including implementation and enhancements
+ Minimum 10 years of medical or clinical laboratory technology experience and a Master?s degree or;
+ Minimum 12 years of medical or clinical laboratory technology experience and a Bachelor?s degree
+ Minimum of 3 years of experience working in clinical laboratory services, experience with tests, equipment, reagents, and techniques required for the diagnosis and monitoring of HIV, TB, and Malaria required
+ Minimum 3 years of experience managing laboratory commodities and instrument maintenance, highly desirable.
+ Experience working with global partners and countries in assessing and designing improvements and technical guidance on laboratory systems
+ Experience with stock management, quantification, procurement, or supply chain management tasks related to lab reagents and other consumables, or other health commodities required
+ Strong analytical and statistical aptitude
+ Experience working in resource constrained countries
+ Excellent written and oral communication skills
+ A proven ability to work as part of a team and to be self-managing
+ Proficient in excel, word processing, and presentation applications
+ Experience with national level laboratory organizational structure (laboratory network), desired
+ Current knowledge of existing developments in the field of laboratory supplies and technology, desired
+ Experience with statistics software (SAS, Epi Info, SPSS), desired
+ Working proficiency in French, Spanish and/or Portuguese, desired
+ Ability and willingness to travel and work overseas for 4 to 8 weeks a year
+ Demonstrated leadership, versatility, and integrity

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
