Mission/ Directive:
Quantum is currently seeking experienced candidates to provide support as Analysts.
Analyst - Office of the Chief, Army Reserve (OCAR) Strategic Equipping Division (SED) support Shall reconcile differences between expected fielding and recorded deliveries, conducting updates on reconciliation of expected fielding quantities; and tracking requirements, acquisition, and deliveries to effectively manage Army Reserve equipment portfolios. Synchronize information between data sources and product development. Provide quality control assessments of Transparency data collection, EQ4 allocation and distribution plans and FDIIS LIN procurement quantity records and submit timely reports. Identify and report data relationships between dependent and independent variables impacting strategic equipping of the Army Reserve. Identify trends in data points which present a potential risk in reduction or loss of capability within the Army Reserves. Provide equipping and funding data across the POM to Equipment Portfolio Managers for analysis. Assist in developing and maintaining metrics to evaluate the effectiveness and efficiency of achieving the Army Reserve s strategic equipping goals and objectives. Develop measures of performance (MOPs) and measures of effectiveness (MOE) consistent with published strategic guidance and regulatory requirements.
Responsibilities
Support the development of investment and resourcing strategies for Army and Joint programs.
Plan, program, and budget for programs to include providing recommendations for funding of approved requirements, monitoring contracts and programs during execution years and the allocation of PM identified monthly production and depot delivery quantities in support of unit level distribution and redistribution planning by Army Sustainment Command (ASC) Lead Materiel Integrator (LMI).
Develop a comprehensive annual funding strategy for assigned systems using established program requirements and approved facts and assumptions with regards to funding levels, and present the strategy to leadership for approval.
Monitor requirement and capability developments by attending and providing leader approved inputs at meetings and decision briefings.
Review and monitor G-3/5/7 priorities and provide recommendations in support of resourcing capabilities in support of Overseas Contingency Operations (OCO) and the homeland; develop and monitor non-theater distribution plans; and maintain close coordination with ASA (ALT), PM, G-3/5/7, G-4, G-8 LNOs, and Army Commands (ACOMs)/Joint staffs and agencies.
Review, analyze, and provide recommended inputs to key programming and equipment modernization documents to include the Defense Planning Guidance, The Army Plan, Weapon Systems Handbook, Army Equipment Modernization Strategy, Army Equipment Modernization Plan and equipment allocation plans.
Review and analyze Operational Needs Statements (ONS) and Urgent Needs Statement (UNS). Determine programmatic impacts and provide a recommended Course of Action (COA) (e.g., approve/disapprove) to the decision authority. Brief the analysis and recommended course of action to relevant venues such as the AR2B
Assist in computing verifying the computation of the Army Acquisition Objective (AAO) and the Army Procurement Objective (APO) for specific LINs by establishing the full quantitative requirement based on approved force structure and applicable Basis of Issue Plans (BOIPs), and then analyze that requirement with respect to projected funding during the production period. Assist DOM division leadership in resolving AAO issues with G8-FDR.
Conduct analyses and assist in the development of findings, conclusions and recommendations relative to changes in doctrine; tactics, techniques, and procedures; training; sustainment; and threat capabilities and work to ensure such findings are reflected in approved program requirements documents.
Participate and provide input into the Total Army Analysis (TAA) and Force Feasibility Review (FFR) processes, determine the impact of TAA and FFR results on assigned programs.
Requirements
Analyst must have a Bachelor s Degree. Position requires a minimum of four (4) years experience in force development related military duties or providing professional force development related management/engineering services and a bachelor's degree in a technical, scientific, business, or other field relevant to the support in which the individual is performing.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
