We are looking for the right candidate to join our Operations team located in our Irvine, California office.
Reporting to the Director of Affordable Housing, this role will be a liaison to properties regarding information about affordable housing programs, including eligibility requirements, maximum affordable rents, and other program requirements.
The Affordable Housing Compliance Manager will provide support for all activities related to affordable housing program compliance including: risk assessment, rent increases, reporting, audits, etc. This person will serve as an internal resource and subject matter expert for associates in other departments (RS, Development, Investments, Finance, Legal, etc.) regarding information about affordable housing programs, rents, requirements, etc.
Specific responsibilities include:
+ Oversees a portfolio of affordable housing programs. Maintains subject matter expertise on the variety of affordable programs.
+ Developand delivertraining to on-site associates on the affordable program policies, procedures and related systems. Delivery methods include classroom training, web based training, and onsite training.
+ Analyze and monitor community performance, including timeliness of income certifications, accuracy of calculations, and ensure that all affordable policies and procedures are followed accordingly.
+ Complete monthly, quarterly, and annual reports for assigned portfolio.
+ Advise on-site associates with affordable procedures and policies, specifically with qualification questions. Identify training needs and process improvements.
+ Provide system support for tools that support the on-site teams (Lotus Notes database, Salesforce Waitlist, MRI).
+ Identify system improvements and write requirements for Lotus Notes database.
+ Monitor assigned portfolio to ensure accurate rents, utility allowances, qualification standards, and all affordable policies are followed accurately to limit risk.
+ Maintain documentation of programs and reports.
+ Assist with the execution and communication of new programs: regulatory agreements, tenant selection plans, lottery procedures, marketing plans, fair housing advertising plans, etc.
+ Assist with the transition from affordable to market rate apartments as applicable.
+ Complete affordable housing audits and quality control file reviews as needed. Monitor, calculate and communicate allowable rental rate adjustments, to include collecting and applying utility allowance adjustments from local agencies.
+ Support relationships with regulatory agencies. Maintain list of primary contacts at regulatory agencies. Respond to internal and external requests regarding the Affordable Housing Programs. Handle escalated applicant/resident customer service concerns.
+ All other tasks and duties as assigned by the supervisor
Qualified candidates must have the ability to review, comprehend and apply Department of Housing and Urban Development (HUD) and Federal Fair Housing guidelines as demonstrated by prior work experience. Preference given to candidates with operational experience with HUD multifamily programs, Low-Income Housing Tax Credits, and/or similar affordable programs.
Our ideal candidate has strong communication skills (both verbal and written) as demonstrated by writing policies and procedures, developing reports and presenting data and sharing information with various stakeholders. Outstanding organizational and prioritization skills are also a must. Strong Microsoft Office skills are required. Bachelor's degree is preferred. This position may include 2-3 days of overnight travel up to three times per year as needed.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
