Financial Management Analyst

Currently seeking a Financial Management Analyst to support our client at the Department of Defense (DoD) in managing the budgetary aspects of multiple programs that make manufacturing investments for the DoD. Due to the nature of work performed within our facilities, US citizenship is required.
Financial Management Specialist shall possess a keen knowledge of Government accounting systems, processes, and terms (i.e. GFEBS, Lines of Accounting (LOA), Work Breakdown Structure, etc.). Work experience shall include at least 2 years of relevant experience with a recent background in the accounting/budget execution field. Financial Management Specialist performs tasks in support of the SBIR/STTR budget execution and obligation of funds and shall be proficient in the use of databases, data integration and interpretation of data.
Successful candidates will be responsible for managing the budgets, transactions and financial planning for the office as well as providing guidance on multiple program elements - each with many active contracts. Deliverables will include preparing, submitting and tracking Military Interdepartmental Purchase Requests (MIPR), submissions into the Planning, Programming, Budgeting and Execution System (PPBES) to include Program Objective Memorandum (POM), the Budget Estimate Submission (BES) and the President's Budget (PB), and other duties as assigned.
Responsibilities include, but not limited to:
Experience with General Fund Enterprise Business System (GFEBS), Lines of Accounting (LOA), WBS, etc.
Experience and strong proficiency with preparing, submitting and tracking Military Interdepartmental Purchase Requests (MIPR).
Responsible for formulating and executing budgetary resources for various projects.
Develops and implements internal procedures and policies that cover all areas of financial management.
Performs analysis and research on special high level areas of concern.
Develops, interprets, and disseminates policies and regulations related to all aspects of financial management.
Analyzes proposed legislation, appropriation language and various DoD issuances.
Support the Planning, Programming, Budgeting and Execution System (PPBES) to include Program Objective Memorandum (POM), the Budget Estimate Submission (BES) and the President's Budget (PB).
Conducts detailed management and cost analyses, using various quantitative estimating techniques and statistical analysis models, to assist top-level management in determining the optimal use of resources.
Provide input on data requirements needed establish status/dashboard reports for the client.
Manage and prioritize multiple projects/tasks with frequently changing timelines and priorities.
Advance client goals through effective execution of requirements and problem solving.
Basic Qualifications:
Bachelor's degree or equivalent, and four (4) or more years of related experience.
Experience working through multiple cycles of the PPBES process for Procurement and/or RDT&E programs.
Excellent communication, writing and interpersonal skills; ability to deal with staff at all levels of the organization and customers.
Ability to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail with strong organization and interpersonal skills, excellent oral, written and communication skills.

Comprehensive knowledge of the Defense Acquisition Life Cycle.
Provide strong time management, planning and analysis skills to execute critical day-to-day functions and priorities.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
