Halfaker has an opening for a Capture Manager to join our talented, dynamic team in support of the Capture and Proposal Department. The Capture Manager identifies the resources needed to pursue a business opportunity; oversees bid strategies, pricing, teaming, and proposal strategies; and manages the transition from business opportunity to proposal development to award. Responsibilities include:
+ Documenting and managing internal and external capture efforts within the Capture Management Plan
+ Leading capture efforts with particular focus on opportunities that have a measurable impact on business growth
+ Working collaboratively with the internal Capture and Proposal stakeholders to develop proposal win themes, solution, as well as strategy & differentiators to increase probability of win and capture the business
+ Interacting directly with senior leaders to coordinate and drive all phases of capture activities and strategy execution
+ Managing complex capture opportunities by coordinating market analysis, competitor analysis, gap analysis, and teaming activities in alignment with the Company?s strategy and objectives
+ Determining potential customer needs to fulfill the requirements of the opportunity
+ Conducting a competition analysis including leading black hat sessions
+ Establishing competitive bid pricing strategy, including Formulating and coordinating the teaming or partnering of external partners to increase bid posture and PWin.
+ Collaborating strategies with the Proposal Manager
+ Monitoring, reviewing, and directing weekly capture progress from a top management perspective, ensuring adherence to the Shipley process and proposal schedule
+ Managing the development of the Executive Summary and other key proposal summaries
+ Participating as an independent proposal evaluator in all major proposals reviews
Required Skills
+ Strong Facilitation and Presentation Skills
+ Demonstrable knowledge of formal capture processes
+ Knowledge of federal government procurement process and FAR regulations
+ Ability to work at the strategic and ?big picture? level.
+ Proven management skills, including demonstrated ability to schedule, manage, and accomplish winning bids on-time.
+ A hands-on manager with excellent analytical, written, and oral communication skills.
+ The ability to build effective working relationships internally and communicate concisely and appropriately at customer, teammate and internal organization level.
+ Excellent computer and Internet skills including Microsoft Office and Internet research with advanced Microsoft Project, Excel and PowerPoint skills are preferred.
Required Experience
+ 10+ years of experience with federal business development and capture management
+ Experience with developing and maintaining internal and external relationships, including client and partner business relationships
+ Specific experience supporting formal capture and proposal processes, previous experience within the information technology industry is preferred
+ Capture Management experience in a Federal Government Market, specifically supporting HHS or VA as a Prime preferred
+ Proven ability to lead complex teams consisting of matrix support and teammates in order to successfully prosecute strategic opportunities.
+ An accomplished sales/business developer who understands business development, capture, project management, contracts and proposal development
+ Experience with defined business development processes, including phases and gates

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
