Fuels Infrastructure Analyst - Arlington / Pentagon

DESCRIPTION: Patricio Enterprises is seeking a Senior Program Analyst to support the G-4 Directorate?s Supply Services Branch, Marine Corps Installations Command (MCICOM), Installations and Logistics Department (I&L;), Headquarters United States Marine Corps. The position serves as the G-4 Fuels Infrastructure Officer and is responsible for ensuring an effective fuels infrastructure management program is developed, managed, and implemented throughout the MCICOM, Regions and installations. The position acts as the lead staff action officer for all installation non-tactical fuel infrastructure issues, policies and procedures and is responsible for developing, shaping, and re-shaping the MCICOM/USMC Fuels Infrastructure Program and related policies and procedures, via development of Marine Corps Orders, Bulletins, Policies and Procedural Letters, and other media types that guides the optimization and implementation of the fuels infrastructure requirements across, within, and throughout all USMC installations worldwide.
Responsibilities:
Ensures compliance with relevant operating policies, directives, regulatory requirements, procedures, and processes throughout the Corps.
Coordinate with MCICOM G-F, G-8, HQMC I&L; LP, MCI Regions, Installations, DLA, NavSup Energy, DON and DOD experts to develop and implement the MCICOM, I&L; Department and the USMC?s Mission Fuel Communication Plan, Master Fuels Infrastructure Policy, Capitalization and Optimization Plans and Programs, and Strategic Engagement Plans.
Analyze fuels and infrastructure executions, consumption data, related logistical program objectives, policies, work operations and progress, resource estimates and usage, and any other associated aspects of operating programs.
Assist in addressing and resolving issues having potential for violations of Environmental Protection Agency standards, ensuring coordination with MCICOM Environmental Experts when developing program requirements and problem resolutions.
Conduct cost analyses and fuels benefit analyses and assessments to drive toward agency goals and objectives.
Develop POA&Ms;, with action items and milestones for actively seeking new and enhanced ways to perform business practices which do eliminate system and program risks throughout the command, department, and agency.
Assist with required installation inspections using approved fuels checklists and prepares inspection reports based on inspections.
Performs other duties as assigned.
Required Education, Skills, and Experience:
The employee must have a 4 year Degree, plus a minimum of 8 years work experience in fuels infrastructure management or a combination of fuels and supply management gained through military or civilian career paths.
The candidate must be expertly qualified to develop Standard Operating Procedures (SOPs), develop policies and procedures relative to the fuels infrastructure management program and must be equally qualified to communicate with leaders at all levels of the MCICOM, I&L;, MCICOM Regions and Installations, the USMC, DON, DoD, with leaders at other internal and external Federal, State, Local, Municipal, and foreign governments, and with Corporate Leaders within private industry. Must be able and capable of forming independent decisions and rationale in communicating MCICOM/USMC positions representing the agencies while participating in internal and external forums such as meetings, conferences or other required activities on behalf of the MCICOM or the USMC. (The employee will not make or render unauthorized MCICOM/USMC decisions, but will speak to decisions that have been determined to be releasable by MCICOM or USMC senior level decision-makers). Candidate must be proficient in Microsoft Word, Excel, SharePoint, and PowerPoint.
The employee must be eligible to work in the United States and for the U. S. Federal Government. The employee must be capable of passing a background check and pre-employment drug screening and be capable of passing a background investigation to receive a Secret Security Clearance. The employee must be capable of working at/or traveling to client/customer locations as required. This travel may be within the Continental United States (CONUS) or Outside the Continental United States (OCONUS). Required travel may be up to 50%.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
