Proposal Manager - 1790

This position reports to Millennium's Vice President, Corporate Development and the successful candidate is responsible for leading proposal development and delivery essential to Millennium's business growth in the aerospace engineering industry. The experienced proposal manager will lead, organize and execute proposal activities for small and large business pursuits. This includes playing a vital role in the development of the proposal process, win strategies, competitive analysis, compliance matrices, proposal outlines, schedules and themes, and proposal presentation. The Proposal Manager will provide guidance to the proposal team on pre-proposal and proposal methodologies. This includes reviewing, editing and authoring portions of the proposal. The proposal manager will manage the coordination, assembly, and schedule of administrative functions in support of the production of assigned proposals.
Organizes, leads, oversees, directs and executes proposal activities.
Works with Millennium Business Unit personnel to develop and deliver winning proposals.
Plans, organizes and executes proposal development activities, before and after RFP release.
Manages and contributes to technical, management, past performance and cost volumes.
Supports Request for Information (RFI) responses, oral proposals, questions and answers to RFPs, proposals and final proposal revisions (FPRs).
Works with Business Development and pricing leadership to develop/mature proposal win strategies, win themes, key messages and ghosting opportunities/statements.
Analyzes RFPs and develops proposal outlines.
Assigns proposal authors and holds them accountable for work products; assigns actions and tracks completion.
Writes selected proposal sections; reviews and performs technical editing of work products from others.
Prepares for and supports color team and peer reviews.
Leads/manages the coordination, assembly and schedule of proposal production.
Manages and works with subcontractor proposal contributors as well as color review team participants.
Ensures compliance with internal proposal processes, templates, checklists, standard write-ups, tools, best practices and proposal repository instructions/guidance.
Serves as member of color team/peer review teams and overall color team review lead, as required.
Manages and deploys proposal consultants, as needed, to meet proposal needs.
Basic Qualifications:
Strong oral, written, and team communication skills with exceptional knowledge of Microsoft Word. Extensive experience developing proposals in response to on US government RFPs especially within the Department of Defense, NASA, and the Intelligence Community. A Bachelor's degree in Engineering, Mathematics, Physics, Computer Science or Business with a minimum of five years of related experience is preferred but other degrees and experience will be considered.
