Sr. Procurement Analyst

Drafting moderate to complex requirement documents such as Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), and Request for Proposal (RFP), and assisting in the development and review of solicitation documents
Applies knowledge of procurement life-cycle process including:
Requirements development
Drafting source selection plans and other procurement artifacts
Proposal evaluation
Market research
Acquisition Planning
Cost estimating and price analysis
Technical evaluation criteria
Contract management and administration
Contract closeout
Applies knowledge of Federal Government procurement principles, policies, procedures, concepts, standards, and business systems
Implements procurement life cycle management requirements including major system acquisition
Preparing solicitation and award packages including contractual documents and post-award administration
Compares prices, specifications, and delivery dates in order to determine the best bid among potential suppliers
Tracks the status of requisitions, contracts, and orders. Selects and recommends suppliers and negotiates price, quality, and service
Negotiates and prepares contracts and modifications; tracks contract and task order milestones and status.
Prepares pricing documentation for review and approval. Prepares pricing spreadsheets of technical proposals and performs other pricing analyses to support price/cost evaluations of technical proposals.
Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations, and change orders
Required Education
(Sr. Level BB0804)
BA/BS degree in Business Administration or a related discipline with 5+ years of combined experience with a government agency or contractor. May have a Master's with 3+ years of combined experience with a government agency or contractor.
(Lead Level BB0905)
BA/BS degree in Business Administration or a related discipline with 8+ years of combined experience with a government agency or contractor. May have a Master's with 6+ years of combined experience with a government agency or contractor.
Required Skills:
High level industry certification(s) in contracting and or acquisition including DAWIA (Acquisition/Contracts/ Program Management), PMP, NCMA, etc.
Demonstrated understanding and experience with the full acquisition and procurement life-cycle process
Thorough knowledge of the Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS)
Strong knowledge of Federal Government acquisition principles, policies, procedures, concepts, standards, and business systems.
Demonstrated expertise of procurement, acquisition, purchasing, or operations business processes
Knowledge of acquisition and program management
Strong consulting and analytical skills required
Excellent client relationship management skills required
Excellent oral and written communication skills required

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
