Nisga'a Data Systems, LLC (NDS), a subsidiary of Goldbelt, Inc. an 8(a) Alaska Native Corporation, provides a full spectrum of systems and network engineering services, which include systems and network analysis, design, and implementation, and also an array of managed services. NDS has distinguished itself as an industry leader in redefining technical solutions for the federal government and our nation's military. We are currently looking for a Construction Contract Specialist.
Advises the Office Director, Division Director, Contracting Officer and other senior management officials on a broad range of matters associated with the full range of acquisition relating to long and short term planning, procurement support, contract administration, and oversight of DS/IP/OPO's worldwide construction projects
Represents the Division Chief and other senior management officials on critical working and planning groups and at meetings within the Bureau of Diplomatic Security (DS), the Bureau of Overseas Building Operations (OBO) and other agencies.
Participate in the advance procurement planning activities performed for the statement of work for the acquisition of Design/Build services.
Execute responsibilities required experience with complex multiple-year program requirements, coordination of multiple contract types, project scheduling, and skill in interpreting policies.
Assist the Contracting Officer in the preparation of all pre-award documentation for Design/Build services
Pre-Award, Post-Award and Termination Activities such as: analyzing requirements, recommending revisions to statements of work/specifications, determining the appropriate type of contract, establishing milestones, procurement planning, conducting post-award and contractual terminations, initiating briefings with contractors to ensure full understanding of terms, handling modifications, resolution of issues related to non-compliance, and the termination process.
Developing, implementing and analyzing data requirements for planning and measurement systems.
Apply quantitative and qualitative analytical techniques to analyze the effectiveness and efficiency of the DS Office of Overseas Protective Operations (OPO) construction management program.
Consults directly with OBO, technical advisors and external consultants to develop solutions that revise contractor requirements to include best-practice controls and related systems for the enhancement of productivity and monetary as well as resource savings to the Government.
Must assist in tracking/monitoring contract actions to ensure compliance with GSA policy, administrative procedures, regulations, and statutes.
Manages the project value engineering (VE) process and remains involved in extensive cost/price analysis associated with large dollar value VE procurement
Pre/Post Award functions for highly technical contracting work emphasizing customer requirements and relationships to achieve results that further the mission of agency clients.
As an advisor, identifying procurement objectives and methodologies; assisting with statements of work; performing analyses of elements of cost; making competitive range determinations; conducting pre-proposal conferences; planning comprehensive negotiation strategy; coordinating with technical experts, leading negotiations and awarding contracts.
Will have essential role in contract enforcement and when appropriate, the development of proposed contract modifications to ensure that any change in requirements complies with applicable construction, safety and acquisition policies, standards and procedures and that funding is available.
Developing, coordinating, and revising a wide variety of Government-wide procurement policies, reviewing proposed changes to existing regulations and determining whether they should be addressed.
Identifying and analyzing acquisition process problems, trends, and emerging needs. Formulating and justifying new statutory initiatives to address unique problems, to meet newly emerging acquisition needs, and to resolve critical procurement process problems.
Develops corrective actions to rectify identified deficiencies in the contract management areas and follows up to ensure approved corrective action plans are implemented.
Prepares reports, briefings and correspondences for Deputy Assistant Secretaries, Assistant Secretaries and Undersecretaries as well as Ambassadors, Congress and other high-ranking Department officials on project timeline, contractor performance and resource trends and availability.
Required Skills/Experience:
Minimum of five years' recent experience in supporting federal government agency in contracts and acquisition. Agencies should include USACE, Public Building Services (PBS) and or GSA.
Must have solid understanding compliance with contract cost and scope specifications
Requires research/analysis to determine the availability of requirements such as construction and personnel management services and advises the Contracting Officer and Division Chief on appropriate contracting techniques and procedures to solve critical operational gaps

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
