Jr. Acquisition Analyst

Participate in development of acquisition documentation and acquisition request packages, including:
Evaluation criteria for source selection
Pre-award technical documents (Technical Evaluation Plan, Technical Evaluation Report)
Independent government cost estimates
Justifications and approvals
Requests for proposals/quotes/bids
Help develop requirement documentation, including:
Mission Need Statements
Statements of Works, Statements of Objectives
Operational requirements documents
Participate in requirements development, market research, acquisition planning, cost estimating, price analysis, technical evaluation criteria, acquisition and financial management, and administration
Evaluate program and contract cost estimates through Life Cycle Cost Estimates and Independent Government Cost Estimates
Develop program documentation, create program schedules, track program status, evaluate operational technical alternatives, and perform risk assessment.
Assist in program reporting
Assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution
Provide assistance in analyzing and developing improved acquisition policies, plans, methods, procedures, and acquisition management programs
Participate in strategic planning for all phases of facilitated sessions. These activities include:
Developing acquisition strategies
Tracking tasks stemming from the post-facilitated sessions
Planning metrics
All other elements that comprise strategic planning
Develop and provide training on Acquisition and Program Management topics
May be required to support the preparation, organization, and maintenance of acquisition records and files documenting performance and compliance
Required Education:
BA/BS degree in Business Administration or a related discipline with 0-2 years of combined experience with a government agency or contractor.
Required Skills:
Demonstrated understanding and experience with the full acquisition life-cycle
Understanding of procurement, acquisition, purchasing, or operations business processes
Knowledgeable work experience involving acquisition and procurement or program management
Demonstrated understanding of the Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS)
Applies general knowledge of Federal Government acquisition principles, policies, procedures, concepts, standards and terminology, and business systems
Strong consulting and analytical skills required
Strong client relationship management skills required
Excellent oral and written communication skills required
Proficient in MS Excel and MS

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
