JOB TITLE: Navy Action Officer - UHF Satellite Communication Systems
The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs. The purpose of this task order is to provide support services to the Assured Command and Control Division (N2N6F1) in the area of Communications Systems. These systems consist of Navy, Air Force, National Security, and allied, along with associated afloat and ashore integration systems. Contractors shall provide a broad range of programmatic support for current and future systems, including capital planning, database management, technical analysis, and assessments.
Support N2N6 in the preparation of cogent PowerPoint presentations, briefs, information papers, impact and risk mitigation papers, and attendance at meetings that assist N2N6 government personnel in identifying, assessing, prioritizing, validating and adjudicating Navy & Joint Service Warfare capabilities and requirements. Specific requirements include:

  • Provide support to the N2/N6 Requirements Officer and act as the Resource Sponsor Primary Point of Contact for the following programs and initiatives: Mobile User Objective System (MUOS); UHF Follow-on (UFO); FLEETSATCOM; LEASATCOM; Joint (UHF) MILSATCOM Network Integrated (JMINI) Control System; Demand Assignment Multiple Access (DAMA) 5/25; other UHF systems; and future systems.

  • Provide support to N2/N6 for Navy, Joint and International forums to include: Acquisition Review Boards; Operations Testing Readiness Reviews; Integrated Product Team meetings; Meetings/conferences on emerging technology and related issues; Joint Requirements Oversight Council (JROC) and related JCIDS Boards.

  • Assist N2/N6 with the integration of Navy and Joint guidance and direction to support development of recommended Navy capability requirements and programming strategies.

  • Assist N2/N6 in drafting, reviewing and staffing recommended Navy plans, instructions, and requirements documents related to UHF SATCOM system and other Satellite Communications capabilities development.

  • Assist N2/N6 in monitoring UHF Satellite Communications programs and their execution by Navy organizations receiving N2N6 funding. This includes continual review and awareness of current funding in iRAPS for assigned programs.

  • Provide subject matter support to requirements officers on Navy Space and Communications Branch programs, but not limited to SATCOM issues and participate in a broad range of systems studies to support programming and planning.

  • Escort non-N2/N6 personnel through office spaces as required to facilitate meetings and functions within N2N6 offices.

Security Clearance: Top Secret/SCI

  • 7 years of progressive experience (at least three years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems. Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired

  • Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel

  • Top Secret/SCI Clearance


  • OPNAV or military staff experience

  • Navy Fleet experience

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
