Lead Engineer

About the Agency
This position is located in the Bureau of Overseas Buildings Operations (OBO), Program Development, Coordination and Support Directorate (PDCS), Office of Cost Management (COST), and may be assigned to any of the Office's subordinate organizational elements.
The incumbent serves as the Lead General Engineer for one of the Cost Management teams within OBO/PDCS/COST and is responsible for providing leadership to assigned team members (encumbering positions with a GS-13 full performance level) and for providing expert professional engineering/architectural advice, guidance, and analytical cost engineering services at all phases of project planning and development, through execution phases to completion of assigned projects for the OBO construction program within the assigned regions.
As a Lead General Engineer (Cost Management Team Leader) assigned to a subordinate organizational element of the Office of Cost Management (OBO/PDCS/COST), the incumbent provides leadership to a team of specialists in cost management and performs a wide range of cost engineering and cost management duties associated with overseas construction and maintenance projects for which OBO is responsible.

Duties

Prepares or oversees the preparation of estimates for construction projects; provides a complete range of cost analysis and cost management services that include, but are not limited to program, cost and price analysis, cost planning, concept cost estimating, budget development, detailed cost estimating through the planning and execution phases of construction projects, preparation of Independent Government Estimates (IGEs) to facilitate contract action, proposal price analysis, and data management to support institutional historical database requirements.
Conducts or reviews construction market surveys including gathering in-country construction cost data evaluating the impacts of laws, taxes, and all other conditions pertaining to construction cost estimates; and participates in discussions with foreign officials regarding the Department's related cost issues including such topics as real estate matters, utility requirements, tax regulations, local government-controlled services, and economic issues likely to affect the estimated cost of construction.
Performs or reviews the analyses of project and program requirements and prepares conceptual and detailed budget estimates that may be developed from partially complete scopes of work, such as space programs, requirements reports, existing conditions assessments, surveys, standard criteria sketches, detailed drawings, project manuals, etc.; updates cost estimates based on provided scope definition; and analyzes project scopes of work and program requirements and prepares or reviews comparative estimates for design and construction alternatives.
Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Leads the team in: Identifying, distributing and balancing workload and tasks among team members in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each team member has an integral role in developing the final team product.
Represents the team consensus and conveys the team's findings and recommendations in meetings and dealings with other team leaders, program officials, the public and other customers on issues related to or that have an impact on the team's objectives, work products and/or tasks.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
