IT Portfolio Manager

Key Role:
Serve in a high-visibility role providing support to the execution and management of the Navy's IT systems and applications portfolio. Support the Navy's enterprise with the migration to a more modern and secure IT posture by developing policy and guidance, collecting and synthesizing system migration data, and developing progress reports for senior leadership. Support IT PfM management efforts that encompass a broad range of activities and have impacts and benefits at all levels of the Navy's IT enterprise. Work very closely with the client and maintain responsibility for providing OPNAV-level guidance and recommendations to subordinate organizations and serve as subject matter experts (SME) in the management of applications in the Navy's authoritative data sources, including DADMS and DITPRDON. Maintain responsibility for functional area management, including Enterprise Services, Command and Control, Weapons Planning and Control, and Information Operations (Info Ops). Provide support for policy writing, including NAVADMINS, memos, letters, and decision packages, life cycle management of DoN records, IT asset management, IT financial transformation, and process improvement efforts.
Basic Qualifications:
5 years of experience in a professional IT work or network environment
Experience with Microsoft Office, including Outlook, Excel, Word, and PowerPoint
Experience with data analysis and developing briefs for senior leadership
Experience with writing and interpreting policy
Knowledge of the DoD IT system life cycle concepts and processes
Secret clearance
BS degree in Business, MIS, or related field
Additional Qualifications:
Knowledge of portfolio management and investment management frameworks and processes
Ability to learn and apply knowledge of complex policies that will affect future IT requirements, procurements, and policies
Ability to multi-task and prioritize in a dynamic environment
Ability to work well in a team environment
Possession of excellent oral and written communication skills
Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
